ISLAMABAD: The Senate Standing Committee on Rules of Procedure and Privileges on Monday deliberated on various privilege motions concerning the missing Capital Development Authority (CDA) file of a house in Sector I-10, alleged misbehavior by Pakistan International Airlines (PIA) staff, the conduct of the Deputy Commissioner Chakwal towards members of Parliament, the conduct of the Minister for Communications, and the alleged misconduct of the Regional Police Officer (RPO) Malakand and the District Police Officer (DPO) Upper Chitral.

The meeting, chaired by Senator Syed Waqar Mehdi, expressed profound grief over the martyrdom of Pakistan Rangers personnel in the attack on the Karachi Rangers Headquarters. It also offered Fateha for the departed souls of an Airport Security Force (ASF) officer martyred in Balochistan and other martyrs.

The Committee took up the issue of the missing file of House No. 622, Sector I-10/4, Islamabad, from the records of the CDA. It expressed serious displeasure over the absence of the CDA chairman and senior officials from the Authority’s legal wing. Questioning the CDA’s seriousness in implementing the court’s decision, the committee chairman observed that judicial orders must be executed without unnecessary delay.

During the briefing, CDA officials informed the Committee that implementation of the court’s judgment falls within the jurisdiction of the CDA Board and that the matter would be placed before its next meeting. The Committee directed the CDA to decide the matter and submit a comprehensive compliance report within two weeks.

The Committee deferred discussion on the privilege motion against the Federal Minister for Communications at the request of the mover, Senator Palwasha Mohammad Zai Khan.

The Committee also considered a privilege motion moved by Senator Bilal Ahmed regarding the alleged misbehavior of PIA cabin crew during a Quetta-bound Islamabad flight. It appreciated the Ministry of Defence for conducting an impartial and transparent inquiry, which established the facts of the case.

The mover urged the Committee to ensure the protection of the dignity and sanctity of women parliamentarians and senior female political leaders. The Committee also stressed the need to introduce dedicated training modules for the bureaucracy and district administration officers to enhance their understanding of Parliament, parliamentary committees, and their constitutional responsibilities.

The Committee also disposed of the privilege motion regarding the alleged misconduct of the RPO Malakand and DPO Upper Chitral after the mover, Senator Muhammad Talha Mehmood, withdrew the matter.

Concluding the meeting, the committee chairman urged the CDA chairman to personally attend future committee meetings and expressed serious concern over the deteriorating condition of the Parliament Lodges. He directed the CDA to immediately address the maintenance issues, observing that the poor state of the lodges raises serious concerns about the Authority’s performance.
