ISLAMABAD: Pakistan and Türkiye have signed three Memoranda of Understanding (MoUs) to enhance cooperation in the energy sector, as part of high-level consultations held in Istanbul on June 25, 2026.
The pacts underscore the shared commitment of both countries to deepen institutional collaboration, promote knowledge exchange and strengthen technical cooperation across key segments of the power sector.
The MoUs were signed between the following entities: Independent System and Market Operator (ISMO) and Energy Exchange Istanbul (EPIAS); ISMO and Turkish Electricity Transmission Corporation (TEIAS); and Power Planning and Monitoring Company (PPMC) and Turkish Electricity Distribution Corporation (TEDAS).
The agreements provide formal frameworks for cooperation in areas such as post-privatisation governance, electricity market development, formulation of ancillary services regulations, power system operations, transmission planning, distribution management, digitalisation, capacity building, institutional strengthening, and exchange of technical expertise.
Federal Minister for Energy (Power Division), Sardar Awais Ahmad Khan Leghari, welcomed the signing of the MoUs, terming them a significant step toward strengthening Pakistan’s energy institutions through collaboration with leading Turkish counterparts.
He said Pakistan is keen to benefit from Türkiye’s experience in electricity market reforms, transmission system development, distribution sector modernisation and integration of advanced technologies into power sector operations. He also emphasised the importance of learning from Türkiye’s post-privatisation governance framework and its experience in managing a privatised power sector.
The minister noted that enhanced institutional cooperation would facilitate the transfer of practical knowledge, operational experience, and best practices, supporting Pakistan’s ongoing efforts to improve efficiency, enhance service delivery, strengthen governance, and build a more sustainable and competitive power sector.
The Turkish side reaffirmed its commitment to long-term institutional cooperation and welcomed closer engagement between the two countries. The MoUs are expected to pave the way for joint technical initiatives, expert exchanges, training programmes, study visits, and collaborative projects aimed at advancing Pakistan’s energy sector.
The government of Pakistan views these agreements as a key outcome of the Pakistan–Türkiye energy dialogue and a concrete manifestation of the growing strategic partnership between the two brotherly countries.
