ISLAMABAD: The National Engineering Services Pakistan Limited (NESPAK) has stated that there is no evidence of any official’s involvement in misconduct or malfeasance in the evaluation of bids for the ACSR Bunting Conductors project funded by the Asian Development Bank (ADB), sources in Power Division told Business Recorder.
The issue is currently under scrutiny by the Senate Standing Committee on Economic Affairs (SSC-EA), which is probing alleged irregularities in the project, including claims that certain officials may have favoured a particular company. The matter was initially raised in the Senate Standing Committee on Power during the tenure of Senator Saifullah Abro as chairman. However, the issue resurfaced in the Economic Affairs Committee following subsequent developments.
On February 12, 2026, the SSC-EA directed the Economic Affairs Division (EAD) and the NESPAK to take action against officials involved in the award of the contract and submit a comprehensive report at the earliest. Concerns were raised over the award of the contract to the third lowest bidder under ADB project 401B-2022 (Lot-IIA).

The committee also sought detailed information regarding a joint venture for the improvement and rehabilitation of the Akram Wah Canal (Swat Project), including the NESPAK’s role in partnership with Associated Consulting Engineering (ACE) Limited and the criteria under which the joint venture qualified.
