ISLAMABAD: The Upper House of the Parliament was prorogued on Friday without adopting some key amendments in its rules of business due to the absence of the mover.

The said amendments were part of the House’s business agenda but could not be taken up due to the absence of Quratulain Marri from Pakistan Peoples Party (PPP), the mover of these amendments.

The amendments were related to the Rules of Procedure and Conduct of Business in the Senate, 2012.

An amendment in Rule 12 read that a member shall not speak on a resolution for more than 10 minutes except the mover of the resolution, or chairman, or the deputy chairman that can speak on a resolution for up to 20 minutes.

Another amendment in Rule 37 read that the leader of the house, or the leader of the opposition, or a minister may speak for up to 20 minutes: Provided further that the speech of any other member shall not exceed 10 minutes.

Another amendment in the same rule read that a member with disability, illness, or any other condition affecting mobility may be permitted to speak while sitting.

The amendments were also part of the Senate session earlier on Monday but could not be taken up, as the House had to be adjourned due to the lack of quorum shortly after Marri moved these amendments.

Apart from that, speaking on the floor of the House, Minister of State for Finance Bilal Azhar Kayani claimed that effective economic policies of the federal government have improved the economic conditions in the country.

He was responding to a calling attention notice, regarding the “economic instability in the country as a result of bad economic governance,” moved by Pakistan Tehreek-e-Insaf (PTI) Parliamentary Leader Ali Zafar.

The exports will be enhanced and job opportunities will be provided to the people, Kayani said.

He accused the former PTI government of introducing flawed economic policies, which, he said, weakened the country economically.

Speaking on his calling attention notice, Zafar accused the present federal government of committing “financial murder” of the common man.
