ISLAMABAD: The National Assembly on Monday passed the National Agri-Trade and Food Safety Authority Bill, 2025 and The Capital Development Authority (Amendment) Bill, 2025, despite strong protest from opposition lawmakers.
Federal Minister for National Food Security and Research Rana Tanveer Hussain presented “The National Agri-Trade and Food Safety Authority Bill, 2025” for approval, while Minister of State for Interior Talal Chaudhry moved “The Capital Development Authority (Amendment) Bill, 2025” for passage. Both bills were approved by a majority vote as the PTI members chanted slogans and protested on the floor of the House.
According to the statement of objects and reasons, the establishment of the National Agri-Trade and Food Safety Authority (NAFSA) aims to modernize Pakistan’s regulatory framework in line with international food safety and trade standards. The proposed authority is expected to boost agricultural exports, expand access to high-value international markets, and safeguard local biodiversity, including flora and fauna.
Under the legislation, the Authority may notify accredited testing laboratories operating in the public or private sector, including university and research institution laboratories, as well as facilities established by federal or provincial governments, to carry out all required testing—particularly for the official control of Sanitary and Phytosanitary (SPS) standards.
The Act further authorizes the establishment of additional laboratories or recognition of existing ones as needed to fulfill its mandate. The Authority will also be responsible for maintaining and publishing an updated list of approved laboratories in the Official Gazette.
The House also passed The Capital Development Authority (Amendment) Bill, 2025, which seeks to revise land acquisition mechanisms in Islamabad. The bill introduces a land-sharing compensation model—similar to those adopted by other state entities—to address long-standing disputes and ensure compliance with judicial directives.
According to the rationale included in the bill, the amendment is intended to prevent administrative delays, provide transparency, and ensure fair compensation for affected individuals, while improving long-term urban planning and maintaining the Capital Development Authority’s financial sustainability.
