Pakistan’s leading exploration and production companies (E&Ps), including Oil & Gas Development Company Limited (OGDCL) and Mari Energies Limited, have announced the signing of five key agreements with the Government of Pakistan on December 2, 2025, marking a major step forward in both offshore and onshore hydrocarbon exploration.

“We are pleased to inform that the Government of Pakistan executed three agreements on December 02, 2025 covering one offshore and two onshore blocks where Oil & Gas Development Company Limited (OGDCL) is a partner together with Turkish Petroleum Oil Company (TPOC), Mari Energies Limited (Mari), Pakistan Petroleum Limited (PPL), Prime International Oil & Gas Company Limited (Prime) and Government Holdings (Private) Limited (GHPL),” OGDCL said in its notice to the Pakistan Stock Exchange (PSX) on Wednesday.

The agreements include a Deed of Assignment for the Eastern Offshore Indus-C Block, in which TPOC will serve as operator with Mari Energies, PPL, and OGDCL as joint venture partners.

Additionally, Mari Energies has entered into two Production Sharing Agreements for Offshore Deep C and Offshore Deep F Blocks, partnering with TPOC and Fatima Petroleum.

On the onshore front, Petroleum Concession Agreements were finalised for the Ziarat North Block, which will be operated by Mari Energies with TPOC, PPL, OGDCL, and GHPL as partners, and the Sukhpur-II Block, operated by Prime with TPOC, Mari Energies, and OGDCL in the joint venture.

“These agreements mark an important step for OGDCL, enhancing its exploration portfolio across both offshore and onshore frontiers and strengthening its long-term growth opportunities through participation in high-potential blocks,” said OGDCL.

Meanwhile, MARI Energies, in a separate filing to the bourse, said that the E&P “remains committed to contributing to the country’s energy security through systematic and disciplined exploration across both onshore and offshore basins”.

The agreements were signed during Turkish Energy Minister Alparslan Bayraktar’s visit to Pakistan, the ministry said. “Our aim is to start work in these fields by 2026. We want to carry out these activities with seismic surveys in some areas and direct drilling in others,” Bayraktar was quoted as saying, according to a readout from the ministry.
