ISLAMABAD: The Central Power Purchasing Agency–Guaranteed (CPPA-G) has sought a negative adjustment of Re 0.65 per unit in Fuel Charges Adjustment (FCA) for October 2025 to refund over Rs 6 billion to consumers across the country, including K-Electric.
Nepra is scheduled to hold a public hearing on November 27, 2025 to seek further explanation from CPPA-G and give opportunity to consumers’ representatives to express their views on FCA adjustment data. According to the data submitted to Nepra, in October 2025 hydel generation was recorded at 2,705 GWh – 27.36 percent of per cent total generation.
Power generation from local coal-fired power plants was 1,261 GWh in October 2025 which was 12.76 percent of total generation at a price of Rs 13.1024 per unit, whereas, 466 GWh was generated from imported coal at Rs 14.3874 per unit. Generation from HSD zero, whereas, 48 GWh were produced on RFO at a rate of 32.6908 per unit.
CPPA-G maps out five power price scenarios for 2026
Electricity generation from gas-based power plants was 905 GWh (9.16 percent) at Rs13.3635 per unit. Generation from RLNG was 1,949 GWh (19.72 percent of total generation) at Rs 21.0611 per unit.
Electricity generation from nuclear sources was 2,188 GWh at Rs2.1728 per unit 22.13 per cent of total generation), and electricity imported from Iran was 43 GWh at Rs 22.7572 per unit.
Generation from wind was recorded at 185 GWh (1.87 per cent) of total generation, baggasse 40 GWh (0.40 per cent) at a rate of Rs 10.7409/kWh and solar 96 GWh (0.97 per cent).
According to the CPPA-G, energy generated in October 2025 stood at 9,886 GWh at a total price of Rs 84.090 billion which was Rs 8.5062 per unit.
However, after inclusion of Rs 1.087 billion of previous adjustments at Rs 0.1100 per unit and Rs 1.228 billion negative adjustment as sale to IPPs and transmission losses of negative 232 GWh, the net delivered to Discos was recorded at 9,630 GWh at a rate of Rs 8.7177 per unit.
The CPPA-G argued that since the generation cost in October 2025 was recorded at 8.7177 per unit against the reference rate of Rs 9.3685 per unit, hence a negative adjustment of Rs 0.6508 per unit for all categories of consumers should be approved. However, this negative adjustment is not applicable to lifeline consumers.
