The National Tariff Commission (NTC) will hold a public hearing on May 14 to consider reduction in customs duty on imported photopolymer plates from present level of 25 percent to 10 percent. The Raffisons (Pvt) Limited - importers, distributors and sole agents of photopolymer plates - has approached the NTC for reduction in customs duty on imported photopolymer plates from 25 percent to 10 percent. The applicant was of the view that pre-sensitised plates were the major contributors to the cost and quality of printing.
H.S Code 3701.3090 covers two items of printing industry ie pre-sensitised unexposed and undeveloped aluminium plates for offset printing and pre-sensitised unexposed and undeveloped photopolymer plates for flexo printing. The customs duty rate against this H.S code was reduced twice and enhanced again to 25 percent in order to provide the protection to local industry.
The local manufacturers only produce pre-sensitised aluminium plates and also enjoy concessionary tariff on its raw material. These plates are imported in various thickness. There is no local manufacturer of pre- sensitised photopolymer plates.
On the request of Raffisons (Pvt) Ltd, the National Tariff Commission would hold public hearing on Saturday (May 14) at 11am in the Conference Room of the NTC.
The NTC has invited views, suggestions and proposals from all interested parties associated with the imports, manufacturing and marketing of photopolymer plates. The views/suggestions can be sent within three days to the secretary National Tariff Commission.
All interested parties have been asked to attend the hearing and bring their comments and suggestions in writing. The comments and suggestions should be supported with essential facts, information and supporting evidence, which must be brought to the public hearing.
The views not supported with reliable documentary evidences will not be considered.
