NAB Karachi conducted a raid and search operation, on a tip off, at the residence of accused namely Bachu Mal within limits of Market Police Station Jail Road at Hyderabad yesterday evening. Bachu Mal is serving as Office Superintendent (BPS-16) at the office of District Education Office in Education Department Government of Sindh and is nominated in two cases of corruption registered against him at NAB Karachi.
The accused was a key player in illegal appointments in Education Department District Mirpurkhas. He has been defrauding the poor applicants and job seekers by giving them away fake and bogus appointment orders and facilitating them in their joining of duties on the basis of fake orders in connivance with his counterparts in various offices of Education department Mirpurkhas.
He used to receive bribe money through his front men and operatives, placed at various offices in Education Department District Mirpurkhas, as consideration for issuing bogus appointment orders that had no approvals of competent authorities and also used to manage appointees' joining. Such sheer abuse of authority incurred a heavy dent in national exchequer under head of salaries disbursed to fake appointees.
By abuse of his official authority as predicate offence, he accumulated properties and bank balance worth of millions of rupees in his name and in the names of his close relatives including wife and children. During search operation under the permission of Ilaqa Magistrate, following properties have been unearthed/recovered and seized from his possession from his apartment at Hyderabad, that are worth around Rs 285 million:
1. Prize bonds and other financial instruments worth Rs 40 million
2. Bank accounts revealing transactions including cash deposits of Rs 80 million
3. One Flat at Rahim Nagar Mirpurkhas worth Rs 8 million
4. Flat at Roshan Shopping Garden Mirpurkhas, worth Rs 2 million
5. Plot at Mehran Homes Qasimabad, Hyderabad, worth Rs 8 million
6. Flat at Sadaf Centre Hyderabad, worth Rs 4 million
7. Flat at Sadaf Centre Hyderabad, worth Rs 4 million
8. Flat at Hirabad Centre Hyderabad, worth Rs 4 million
9. 6 flats in Shaheed Atiqullah Heights, worth Rs 60 million
10. Motor vehicles unearthed 01 Daihatsu Coure and 01 Suzuki Cultus worth Rs 2.5 million
Along with above properties, documents, files and crucial evidence related to fraudulent appointments was also recovered during raid.
It may be noted that Bachu Mal is already facing a separate Reference No. 21/2016 State vs. Muntazir Mehdi Chandio & others filed against him at Accountability Court at Hyderabad in May 2016, along with 22 other accused persons from Education Department and District Accounts Office District Mirpurkhas.
He was charged in the said Reference for connivance with these officials in opening of fake IDs using cost centres of Primary and Elementary Schools in District Accounts Office against which salaries amounting to Rs 97 million were disbursed to 164 fake appointees (teachers). However the said fake appointees were later terminated from service who disclosed to the investigation officer that they had heavily bribed Bachu Mal in consideration for their appointments.
The accused Bachu Mal is on bail, while raids are underway in causing arrest of his co-accused and facilitators. Another Reference against him will be filed on the charges of accumulation of assets beyond known sources of income.-PR
