Directorate General Customs Valuation (DGCV) has increased the import duty of high speed internet devices. According to the revised valuation ruling, the Directorate General except issuing valuation database (VDB) value of HDMI cable last year did not revise the duty of high speed internet devices.
Therefore, this Directorate General also initiated an exercise for determination of Customs values of Modem (WiFi) 3G, CDMA WiFi Dongle (4G) and HDMI Cable. For the purpose, stakeholders were requested to submit relevant documents during meeting, which was held on March 01, 2017.
However, no documents were submitted on or before the said scheduled meeting, forcing the Directorate to adopt valuation methods given in Section 25 of the Customs Act, 1969 to arrive at Customs values of Modem (WiFi) 3G, CDMA, WiFi Dongle (4G) and HDMI Cable. The valuation methods and transaction value method were found inapplicable owing to wide variation in the values being declared to the Customs. Later, the identical/similar goods value methods provided in Section 25 (5) & (6) were also examined for applicability but the same could not be exclusively relied upon due to wide variation in declared values of subject goods.
Then, online values of subject goods were also obtained. Thereafter, market enquiry as envisaged under section 25(7) of the Customs Act, 1969, was conducted. For the purpose, different markets were surveyed repeatedly. Consequently, the Customs values of Modem (WiFi) 30. CDMA WiFi Dongle (4G) and HDMI Cable have been determined under Section 25(7) of the Customs Act, 1969.
