ISLAMABAD: Former Interior Minister Chaudhry Nisar Ali Khan on Friday informed the National Assembly that the ministry has a specific criteria to induct names in the Exit Control List (ECL).
Responding to a question of Pakistan People's Party Parliamentarian (PPPP) lawmaker Naveed Qamar, he said names were included in the ECL apparently due to their personal enmity in the past.
The laws related to insert name in ECL were revised soon after assuming the charge of the ministry, he said adding new SOP has been fully devised in this regard.
Ch. Nisar said people were now put in ECL following recommendations of defence institutions, intelligence agencies, courts as per new SOP.
He said ECL issue was de-centralized and a committee was constituted under the chairmanship of Additional Secretary to decide about inserting names in ECL. “Nobody can include the name in the ECL by his/her own initiative, like past practice” he added.
“The committee is empowered to take any decision keeping in view the recommendations, and if the committee does not take decision on the recommendations, it had to disclose the reasons”, he added.
