All sea ports, border customs stations: FBR extends revised ‘Cargo Declaration-lGM’ from Aug 15
ISLAMABAD: Two days before announcement of federal budget (2026-27), the Federal Board of Revenue (FBR) has revised the importers’ “Cargo Declaration-lGM” (incoming Cargo Declaration), to be applicable from August 15, 2026 for all sea ports and border customs stations. According to SRO 918(I)/2026, the national tax number (NTN) or free tax number (FTN) would be specified for importers which are required to obtain NTN or FTN under relevant laws.

The CNIC or Passport Number would be required for cases where importers do not require an NTN or FTN under the Law. The effective date of implementation of this Notification shall be August 15, 2026 for all sea ports and border customs stations. The provisions of this Notification shall not be applicable on IGMs filed at airports.
The cargo information including declarations as per Appendix-III shall be filed online free of charge eighteen hours prior to the estimated time of arrival (ETA) or at any time after confirmation of vessel intimation report (VIR) has been received by PACCS system, however, the Non-Vessel Operating Common Carrier-NVOCCs shall file the incoming Cargo Declaration (IGM) against the VIR number allocated and to the extent of bill of lading relating thereto as declared in the VIR by the carrier or his agent; provided that in cases where the port of loading for the index is Dubai, Jebel Ali, Khor-Fakkan, Salalah, Fujairah, Bandar Abbas, Mumbai, Nhava Sheva, Mundra, Kandla and Mina Qaboos, cargo information may be filed without charges twelve hours prior to the ETA.
