KARACHI: A review meeting on development schemes under the Annual Development Programme (ADP) 2025–26 was held under the chairmanship of Sindh Secretary College Education Nadeemur Rehman Memon, where 95 ongoing and 17 new schemes across the province were discussed in detail.
The meeting was attended by the chief engineer of college education works, concerned superintending and executive engineers, assistant engineers, Additional Secretary Mukhtiar Mallah, the director development, and officers from Hyderabad, Mirpurkhas, Larkana, Sukkur and Karachi.
The secretary issued clear directives for the completion of 24 schemes before June under all circumstances and ordered submission of progress reports. Expressing displeasure over the suspension of construction work at the boys’ degree college in Badin due to a dispute between an engineer and the principal, he warned that no negligence in development schemes would be tolerated. All projects, he said, must be completed within stipulated timelines, failing which strict action would be taken against the officers and contractors concerned.
He emphasised that delays caused by slow progress, excuses or political pressure would not be accepted, stating that the government was providing funds and therefore there was no justification for postponements. Field-level disputes, he added, must be resolved immediately, warning that failure by any officer to fulfil responsibilities would invite disciplinary action.
The meeting was informed that the rehabilitation centre in Karachi West would be completed next week, while the construction of the degree college building in Dharki, district Ghotki, was expected to be finished between May and June. Additional classrooms and laboratories at the girls’ college in Umerkot are to be completed by March, while hostel blocks for male and female students in Nagarparkar are scheduled for completion by May.
Directing that uplift and missing facilities schemes in 12 colleges of the Hyderabad region be completed by March, the secretary said strict scrutiny of physical progress would be undertaken in the next follow-up meeting. He also instructed that solarisation work in Larkana’s degree colleges be finalised by April.
Addressing engineers, Memon said they were professional experts and should rely on technical planning rather than citing circumstances, ensuring timely completion of projects. He directed that the cadet college project in Kakkar, Dadu, be treated as a top priority, adding that tendering and execution must follow all rules and regulations, but delays would not be tolerated. He further ordered a meeting with relevant authorities regarding issues relating to the cadet college in Karampur, Kashmore.
The meeting was briefed that the 17 new schemes include establishment of colleges and provision of additional blocks, auditoriums, hostels and allied facilities in Lyari, Keamari, Murad Memon, Masu Bhurgari, Sann Jamshoro, Chamber, Dinlo Tharparkar and other areas.
