ISLAMABAD: The federal government on Monday laid "International Court of Justice (Review and Reconsideration) Ordinance, 2020" before the National Assembly to provide consular access to Indian spy, Commander Kulbhushan Jadhav. The other ordinances laid before the lower house of parliament by adviser to the Prime Minister on Parliamentary Affairs Babar Awan.

"The Corporate Restructuring Companies (Amendment) Ordinance, 2020", "The Companies (Second Amendment) Ordinance, 2020", and "The Public-Private Partnership Authority (Amendment) Ordinance, 2020".

According to statement of objects and reasons of The International Court of Justice (Review and Reconsideration) Ordinance 2020, "the ICJ gave its judgment on July 17, 2019, wherein it observed, "Pakistan is under an obligation to provide, by means of its own choosing, effective review and reconsideration of the conviction and sentence of Mr Jadhav, so as to ensure that full weight is given to the effect of the violation of the rights set forth in Article 36 of the Vienna Convention, taking account of paragraphs 139, 145 and 146 of the judgment."

Similarly, the government also referred as many as four bills to the joint-sitting of the Parliament for consideration and passage, as these bills were passed only by the National Assembly and not by the Senate within 90 days of its laying in the Upper House.

These bills are, "The Islamabad High Court (Amendment) Bill, 2018", "The ICT Rights of Persons with Disability Bill, 2020", "The Surveying and Mapping (Amendment) Bill, 2020", and "The Federal Public Service Commission (Validation of Rules) Bill, 2020".

The government also introduced as many as nine bills including "The Anti-Money Laundering (Second Amendment) Bill, 2020", "The Anti-Terrorism (Amendment) Bill, 2020", "The Companies (Amendment) Bill, 2020", "The Limited Liability Partnership (Amendment) Bill, 2020", "The Control of Narcotic Substance (Amendment) Bill, 2020", "The Code of Criminal Procedure (Amendment) Bill, 2020", "The Islamabad Capital Territory Waqf Properties Bill, 2020", and "The Islamabad Capital Territory Trust Bill, 2020" in the National Assembly.

Pakistan People's Party (PPP) Chairman Bilawal Bhutto-Zardari said that the legislation should be made in the Parliament with the consensus between the opposition, and the government.

He said the government should develop consensus before passage of the bills form the Parliament.

He said that in that regard, the bills should be referred to the relevant committees for further deliberation.

He said, "We will support the government on the legislation about the Financial Action Task Force (FATF) and National Action Plan (NAP)."

Adviser to the Prime Minister on Parliamentary Affairs Babar Awan said that the bills were pending for the last one and half years. He said the bills should be referred to standing committees for deliberation.

He said the government wanted legislation with consensus.
