Three provincial departments are still running as per system of Sindh Local Government Ordinance (SLGO) 2001, despite passage of 20 days to the promulgation of Comissionerate and Local Government System 1979, Business Recorder learnt.
On 9th July 2011, Sindh's acting Governor Nisar Ahmed Khuhro had signed ordinances regarding revival of Local Government system 1979 and Commissionerate system along with Police act 1861. With promulgation of said ordinances, twelve provincial departments which had been devolved to district governments during Sindh Local Government Ordinance (SLGO) 2001, have to revive their powers and posts according to new-promulgated ordinances.
Works and services, Sports and Information Technology are those departments which have not revived the powers and posts yet, sources informed. While, Health, Agriculture, Revenue, Local Government, Finance, Planning and Development, Transport and social welfare have revived old system and renamed the posts of officers posted in divisions, districts and Taulkas of province.
System of Sports, Works and services and Information Technology in districts was still running as the system of SLGO 2001, which has created some confusion among the officers/staff and visitors, sources told. Sources claimed that though all provincial departments have the authority to post new officers at the level of grade 18 as per new ordinances and departments will move the summary to Sindh Chief Minister or Chief Secretary only for postings of officers above grade 18. But, said three departments have not even notified posts as revived following to the ordinances regarding revival of Local Government system 1979 and Commissionerate system, sources concluded.
