Defence services: Rs 10 billion excess expenditure over Rs 378 billion grant: AGP

The Auditor-General of Pakistan (AGP) noted 10 billion rupees net excess expenditure, of 388 billion rupees, incurred by the defence services, against the final grant of 378 billion rupees. The Ministry of Defence, the audit notes, deals with all policy and administrative matters pertaining to all armed forces, matters pertaining to defence treaties and agreements with other governments and military assistance to foreign countries.
Included are matters relating to military lands and cantonments, and federal government educational institutions (cantonment/garrison). According to Audit Report 2010-11, gross expenditure was Rs 388.892 billion, less advances with Mission Abroad of Rs 2.22 billion, add recoveries of Rs 1.12 billion.
The report says that in the light of Finance Division''s instructions, necessary adjustments of the saving under various heads were made to offset the excesses. There is an overall excess of Rs 9.792 billion, which is under head ''Pay and Allowances''. Foreseeing the shortfall resulting from the 100 percent increase in the Pay of Defence Services Officers/JCOs/ORs, 20 percent and 15 percent increase in the employees and officers'' pay respectively, Ministry of Defence recommended additional funds to absorb the financial effect of above factors.
The report added that to cater for these factors, Finance Division, however, released Rs 24.24 billion as supplementary grant (Total Supplementary Grant for pay Rs 24.24 billion and Rs 11.646 billion as other miscellaneous supplementary grant) which fell short of the requirement, thus resulting in excess expenditure.
