QUETTA: Chief Justice of Pakistan, Iftikhar Mohammad Chauhdry on Tuesday expressed deep concern over deteriorating peace in Balochistan and said the provincial government proved incompetent to provide security to its citizens and targeted killing, kidnapping for ransom and other criminal activities continue unabated.
The Chief Justice gave these remarks during the hearing of a constitutional petition filed by Balochistan Bar Association regarding poor law and order situation here at Supreme Court Quetta Registry.
The Chief Justice headed the bench comprising Justice Khilji Arif Hussain and Justice Tariq Pervez.
The Chief Justice said the quarters responsible to guard the societyagainst crimes seem to be in state of enjoyment and pleasure without realizing the sufferings of the masses due to deteriorated law and order situation across the province.
On the occasion, Advocate General Balochistan, Amanullah Kinrani presented the provincial police performance report for the last three years which the Chief Justice described as incomplete for not having the details about the people who lost their lives in terrorist and criminal activities.
Referring to the recent Spini Road firing incident in the provincial capital, the Chief Justice said the incident that left over eight citizens killed had not been incorporated in the performance report. "The Balochistan police department performance report suggests all is well in the province," he said and described the situation desperately worst in the province requiring the quarters concerned to work tirelessly for improvement.
He said the report also missed the details about crimes in Levies-controlled area.
The Advocate General Balochistan apprised the bench that there had been 90 percent decrease in target killing incidents as result of the provincial government's effective steps.
"A total of 204 dead bodies had been found during 2008-2011 from parts of the province while law enformcent agencies also suffered causalities to maintain peace," he said.
About the missing persons from the province the bench was informed that a total of 152 people had actually gone missing of whom 41 had been recovered alive and seventeen of them had been reported dead.
The provincial Home secretary assured the bench that strenuous efforts were underway to recover the remaining 48 persons who are still missing.
The Chief Justice said he himself had witnessed Balochistan Home Minister's statement to media suggesting some of Balochistan cabinet members are patronizing the criminals gangs involved in kidnapping for ransom incidents whose name had also been shared with the Chief Minister Balochistan.
He inquired from the provincial Home secretary and the provincial police chief whether they had been arrested.
The CJ directed for presenting the progress in this regard before the bench during its next hearing the petition on April, 5.
The CJ directed the Advocate General Balochistan for submitting detailed reports on Spini Road firing incident, abduction of BRSP employees, Patfeeder and killing of innocent citizens in Mastung and Quetta on April 5.
He described Balochistan people more patriotic compared to the people of other parts of the country.
