This was stated by Sindh Chief Minister, Syed Qaim Ali Shah, while presiding over a high level meeting of Education Department held here on Tuesday at the C.M. House.
He said that under 5-E programme manifesto of the present government, special emphasis has been given to provide incentives and facilities to students and teachers for flourishment of education in the province.
Qaim Ali Shah said that the education is now a provincial subject as a whole after the passage of 18th amendment to the Constitution.
As far as finances are concerned, the Federal Government has to look after all Universities and Higher Education departments till the next NFC.
Sindh Chief Minister directed that the remaining closed schools in the province be opened at the earliest so that education is imparted in areas of those schools for which government will provide necessary assistance.
He also stressed that the enrolment of students be further increased in the province particularly the girls education be encouraged.
Sindh Chief Minister also directed that Cadet Colleges and Public Schools be opened so as to provide latest educational methods and facilities to needy students of deprived districts of the province.
He also directed that the process of upgraduation of schools, that is, from middle schools to high schools (IX and Xth classes) and from high schools to higher secondary schools (XI and XIIth classes) be ensured early so that no student intending to get education is left behind to get further education.
Syed Qaim Ali Shah directed that standard and quality of education be ensured and under approved policy of one college per each Taluka Headquarter, the remaining 53 Talukas be provided College buildings early.
He stressed upon officers of Education Department to utilise the funds with in time and performance of the Department be further improved.
Education Minister Pir Mazhar-ul- Haq praised the efforts of the Sindh Chief Minister and said that his role for furtherance of education will always be remembered.
He informed that there is almost 70 percent achievement in various sectors of Education Department.
Secretary of the Sindh Education Department, Muhammad Siddique Memon, highlighted the Annual Development Plan 2011-2012 and said that there are 104-schemes of Education Department which include 26- new schemes, 77-on-going schemes and one scheme outside of ADP.
Regarding funds, he informed that total allocation for schemes is Rs 7832.016 million which includes Rs 1289.792 million for new schemes, Rs 6643.208 million for on-going schemes and Rs 99.016 million for one outside ADP Scheme.
Secretary Education further informed that there are four schemes of elementary education, three schemes for teacher's education, four for Education Foundation, 13 schemes for secondary education, 55 schemes of college education, 24 miscellaneous schemes and one scheme outside ADP.
He said that under Education Foundation, the on-going scheme of early childhood Education and Early learning Education Programme in rural areas/ urban slums schemes and Integrated Education Learning Programme, are estimated to cost Rs 5243.800 million.
A Public School is being established at Umarkot and Govt-Senior Model School is being set up at Jamshed Town Karachi, post- graduate courses are being introduced in four existing degree colleges, law college is being completed at Hala New, Sindh College of Arts and Design is being established at Sukkur, Quaid-e- Awam University/ College of Engineering Science and Technology at Larkana and Government Shaheed Benazir Bhutto Law College is being constructed at Larkana.
He further informed that an Education Complex is being constructed at Karachi, Computer Labs are being provided in schools of Sindh province, and Master Course for Teachers' Training is being implemented under a new scheme.
Secretary Education informed that Cadet Colleges are being established at Khairpur, Pano Akil (remaining work); Kandhkot while Public Schools are being established at Kambar at Shahdadkot and land is being purchased for University Campuses at Dadu and Larkana.
Siddique Memon said that Mohtarma Shaheed Benazir Bhutto Institute of Science and Technology is being constructed at Bhitshah while Shaheed Zulfiqar Ali Bhutto Engineering College is being established in Memon Goth, Gadap Town Karachi while the building of an Intermediate College for Boys is being constructed at Qazi Ahmed (District Benazirabad).
Sindh Secretary Education also informed the meeting that office building for Regional Director Colleges Larkana is being constructed; schools in jails for children of jail employees in Sindh are being constructed and remaining works of Cadet College Ghotki will be completed while Inter-Active Board system in the existing boys and girls colleges and schools in Sindh (50 for boys and 50 for girls) are being provided.
The meeting was attended by Senior Minister Education Pir Muzhar-ul- Haq; Sindh Finance Minister Syed Murad Ali Shah; Additional Chief Secretary (P&D) Israr Malik, Secretary Education Muhammad Siddique Memon, Secretary to C.M. Sindh Alamuddin Bullo, Secretary Finance Naveed Kamran Baloch, officers of Planning and Development, Education Department and Finance Department.
