It is necessary so that a complete resource picture is available in case of floods emergency, he said, advising also that the task may be entrusted to the Chairman of the Sindh Public Accounts Committee.
The President said this during two separate briefings in Bilawal House Karachi on flood rehabilitation and rebuilding of damaged roads and other project in the province.
Spokesperson to the President Farhatullah Babar said that the meeting was informed that till date 99% of the flood displaced population has returned to their homes, more than 97% of accumulated water has been drained out and 98 % of those holding Watan Cards had been paid over 6 billion rupees so far by the government of Sindh.
The meeting was informed that nearly 1150 millimeters of rainfall was recorded which had inundated more than 18,591 square kilometers and affected more than 9 million of population in 23 districts.
The President also stressed the need for building natural storage ponds for storing flood waters for future use and said that sites for the ponds can be easily identified with the help of google mapping.
The meeting was informed that NHA was working on 13 projects in the province involving 660 kilometers of road construction and one major bridge on Indus River. Out of these eight projects had already been completed by more than 50%. Remaining five projects will also be completed during the period between March 2012 and December 2013.
It was further informed that signing of the concession agreement for conversion of Karachi-Hyderabad four lanes Highway into 06-lanes Motorway (M-9) with Malaysian firm was also in final stages, he said.
It may be recalled that during a previous meeting on M-9 project held at Aiwan-e-Sadr this October, the President had directed the Federal and Provincial Finance ministers to hold meetings with the concerned to finalize the modalities with a view of early completion of the up-gradation project of converting this highway into a motorway in fifteen months.
The President had also proposed to undertake the project on the basis of Public Private Partnership (PPP) and BOO (Build, Operate and Own) basis. The President had also proposed that the project be split into sections and subsections to facilitate subcontracting for expeditious completion.
The President directed the concerned authorities to expedite finalization of ongoing roads projects.
The Spokesperson said that the on going relief phase which would end on 31st December 2011 would be replaced by initiation of Early Recovery Phase from January next year.
The Early Recovery Phase involves further improvements in sectors such as Health, Education, Water & Sanitation (WASH), nutrition, food security, Protection, Shelter, and Community Infrastructure. The concerned departments were already coordinating with UN agencies and donors for finalization of short term projects.
Those who attended the meeting included Chief Minister Sindh Syed Qaim Ali Shah, Sindh, Provincial Ministers Murad Ali Shah, Jam Saifullah Dharejo, Syed Ali Nawaz Shah, Agha Siraj Durrani, Manzoor Hussain Wassan, Haji Muzaffar Ali Shujrah, Ms. Shazia Marri, Advisor Sharmila Farooqi, Mehreen Anwar Raja MNA and Kamal Majeed Ullah SAPM on water resources besides concerned senior officials.
