Power Division denies hike in industrial tariff

Published Updated

ISLAMABAD: The Power Division has rejected the impression that the industrial electricity tariff has been increased to Rs25.30 per unit, clarifying that the figure represents the revised marginal rate under the Incremental Consumption Package (ICP) for industrial and agricultural consumers and not the applicable industrial tariff.

In a clarification issued in response to a media report, the Power Division spokesperson termed the headline suggesting an increase in the industrial tariff incorrect and misleading.

The spokesperson said the industrial electricity tariff had been reduced by approximately Rs18.94 per unit, inclusive of all taxes, compared with the rate applicable in March 2024.

According to the spokesperson, the average industrial electricity rate stood at Rs34.40 per kilowatt-hour (kWh) in October 2026, excluding taxes.

Explaining the revision in the Incremental Consumption Package, the spokesperson said marginal generation costs had increased due to the prevailing war situation, necessitating an adjustment in the package’s marginal rate. The revised rate of Rs25.30 per unit will take effect from November 2026.

The spokesperson further clarified that the adjustment, in line with NEPRA’s determination, was intended to ensure that the cost of relief provided under the package was not passed on to other electricity consumers, particularly those who were not beneficiaries of the scheme.

The Power Division maintained that the package had delivered substantial relief to industrial and agricultural consumers since its introduction.

Between December 2025 and September 2026, a total of 6,940 gigawatt-hours (GWh) of incremental consumption was covered under the package, while an estimated benefit of Rs43.5 billion had been passed on to consumers.

Industrial consumers received a benefit ranging from Rs5 to Rs10 per unit on incremental consumption, resulting in an average reduction of Rs1.5 to Rs2.5 per unit in their overall electricity bills, the spokesperson added.

The spokesperson said that 209,335 consumers out of 518,316 eligible consumers, or approximately 40 percent, had benefited from the package so far.
