ISLAMABAD: Pakistan People’s Party Parliamentarians (PPPP) Secretary General Syed Nayyer Hussain Bukhari said that the matter of imposing an emergency in Khyber Pakhtunkhwa would be placed before Parliament, where elected representatives would deliberate and take a final decision in accordance with the constitutional procedure.

Reacting to the imposition of emergency in Khyber Pakhtunkhwa, he said, “The PPP believes in democracy, constitutional supremacy and the sovereignty of Parliament. The invocation of constitutional provisions may become necessary under extraordinary circumstances; however, any such measure must be based on constitutional requirements rather than political considerations and must remain within the limits prescribed by the Constitution.”

In a statement issued here on Monday, he said questions had been raised regarding the Khyber Pakhtunkhwa government’s performance in maintaining law and order and its alleged lack of cooperation in combating terrorism. He said terrorist attacks on security institutions, police stations and places of worship had caused serious difficulties for the public, while fear and insecurity had forced residents in several areas to remain confined to their homes.

Bukhari stressed that effective measures to prevent cross-border infiltration and attacks from Afghanistan were essential to safeguarding Pakistan’s national security. He said responsible cooperation at both federal and provincial levels was necessary to eliminate terrorism and protect the lives and property of citizens.

He further stated that PPP Chairman Bilawal Bhutto Zardari and President Asif Ali Zardari had made concerted efforts to resolve the issue. However, attempts to find a solution through negotiations had not proved successful.

Nayyer Hussain Bukhari said Parliament would have the opportunity to examine the issue of imposing an emergency in Khyber Pakhtunkhwa and determine an appropriate course of action. He emphasized that adherence to the Constitution, legal requirements and the parliamentary process must remain fundamental to any extraordinary measure.
