ISLAMABAD: A parliamentary committee on Tuesday expressed concern over the delay in the completion of the new Sui Southern Gas Company (SSGC) LPG Limited Board and the appointment of SSGC Managing Director Amin Rajput as a member.

Umer Farooq chaired a meeting of the Senate Standing Committee on Petroleum, during which members raised several concerns regarding the composition and operations of the SSGC LPG Limited Board.

The board of SSGCL LPG Limited was last reconstituted in February 2020, when the new SSGC Board took charge in 2019. The board of directors is constituted in accordance with the Companies Act 2017. As a wholly owned subsidiary of a public utility, the governance structure is designed for strategic alignment.

Following the passing of Board Chairperson Dr Shamshad Akhtar, the position remains vacant, while directors Ayaz Dawood and Dr Sohail Razi Khan have both served on the board for the past six years, member committee Amir Waliuddin Chishti remarked. He further said that the MD SSGC should not be a member of the board.

The Special Secretary of the Petroleum Division Mirza Nasir-ud-Din Mashood Ahmad assured members that the new board composition will be announced shortly, citing the government’s recent reconstitution of the Pakistan Petroleum Limited (PPL) and Pakistan State Oil (PSO) boards.

The committee expressed dissatisfaction over the failure of SSGC to implement the committee’s directives and tender a formal apology over remarks discouraging the Senate Standing Committee from discussing certain matters. Committee member Qurat-ul-Ain Marri also demanded a written apology from the board instead of a verbal apology from MD SSGC.

The committee was also apprised that the Hydrocarbon Institute of Pakistan (HDIP) has been working without a board for the past two years, and acting charge has been given to the Joint Secretary, Petroleum Division.

The Special Secretary stated that the appointment of four private members to the HDIP board is currently with the Prime Minister, and the board will be fully constituted shortly.

Pakistan Refinery Limited (PRL) Managing Director and CEO Mohsin Ali Mangi also attended the committee meeting, in compliance with its directive. The tenure of the current Board of Directors is for a period of three years, which commenced on October 8, 2024 and ends on October 7, 2026.

In a brief, the committee was informed that the remuneration payable to each director of the PRL Board for attending a meeting is Rs 300,000. During the financial year 2025-26, the board of directors held 13 meetings. The Board Audit & Risk Committee, Board Human Resources & Compensation Committee and Board Project Steering Committee held 4, 3 and 5 meetings, respectively.

Chairman is entitled to a monthly honorarium of Rs 600,000 and is entitled to a company-maintained vehicle, fuel reimbursement based on actual consumption, driver’s salary of Rs 75,810, and a security guard at Rs 140,000 per month.
