Incremental Package Review: FPCCI urges Nepra to consult industry

ISLAMABAD: The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) has urged National Electric Power Regulatory Authority (Nepra) to formally consult industry representatives before revising the Incremental Package for industrial consumers, warning that any changes without stakeholder input could create distortions and shift costs onto existing consumers.

In post-hearing comments submitted to Nepra on August 12, 2026, FPCCI said the authority had explicitly directed that the proposed revision of the Incremental Package be placed before and discussed with industry before being brought back for approval.

FPCCI welcomed the direction, saying meaningful stakeholder participation was essential for any regulatory decision affecting industrial consumers. It said it had previously requested consultation on revision of the package, but no action had been taken.

The federation also pointed out that the Incremental Package was designed to be reviewed on a quarterly basis, but no such review had been carried out for the last eight months despite the quarterly review being a mandatory feature of the package.

FPCCI said the delay had left industrial consumers uncertain and denied them the timely relief and corrections that the periodic review was intended to provide. It urged Nepra to conduct the overdue review immediately and strictly adhere to the quarterly review mechanism in future.

The federation requested Nepra to formally consult FPCCI, Karachi Chamber of Commerce and Industry (KCCI), Korangi Association of Trade and Industry (KATI), All Pakistan Textile Mills Association (APTMA) and other major industrial chambers and associations before the next hearing.

It further sought an opportunity to provide meaningful input so that the package could be redesigned in line with genuine industrial requirements and did not result in discrimination or an unwarranted shifting of the cost burden onto non-incremental units.

FPCCI also called for adequate safeguards to ensure that the benefits of the Incremental Package accrued only to genuine incremental units and were not vulnerable to misuse.

Specifically, the federation requested Nepra to: (i) formally consult FPCCI, KCCI, KATI, APTMA and other major industrial chambers and associations before the next hearing; (ii) share the date, time and online meeting link sufficiently in advance to enable FPCCI to coordinate participation of concerned chambers, associations and APTMA; (iii) provide FPCCI an opportunity to give meaningful input on the proposed redesign of the package; (iv) incorporate safeguards to ensure benefits are limited to genuine incremental units; (iv) conduct the overdue quarterly review, pending for the last eight months, forthwith; and (v) make formal consultation with major industrial chambers mandatory before any future revision or review of the Incremental Package or any similar package.

FPCCI also formally invited Nepra, the Power Planning and Monitoring Company (PPMC) and Central Power Purchasing Agency-Guaranteed (CPPA-G) to visit its head office in Karachi for detailed discussions in the presence of industry representatives.

The federation said such a forum would enable all stakeholders to engage constructively and develop a package that was fair, workable and reflective of ground realities.
