ISLAMABAD: Directorate General of Customs Valuation Karachi has fixed new customs values on the import of glassware/porcelain ware/stoneware and decorative pieces from China, Iran, the UAE, Malaysia, Thailand, Egypt, Korea, Indonesia, Turkey, Saudi Arabia, Europe, the USA and Canada.
According to a new valuation ruling issued on Thursday, the Directorate of Customs Valuation, Lahore issued Valuation Ruling No. 03/2025 under Section 25A of the Customs Act, 1969. Subsequently, both importers and local manufacturers, “being aggrieved by the said ruling”, filed review petitions under Section 25D of the Customs Act, 1969, before the Director General, Customs Valuation, Karachi.
Accordingly, the Director General, Customs Valuation, Karachi, vide Order-in-Revision No. 59/2025, re-determined the Customs values of porcelain ware (non-gold plated) of Chinese origin.
Thereafter, the said Order-in-Revision was challenged by the importers before the Customs Appellate Tribunal, Karachi, which vide order dated 20.04.2026 remanded back the matter to the Director General Customs Valuation, Karachi for afresh review of the impugned ruling.
The Director General Customs Valuation, Karachi vide its Order-in-Revision No. 171-2026remanded the impugned Valuation Ruling No 03/2025 to the Director Customs Valuation, Karachi, with the directions to issue a fresh ruling within four weeks of the issuance of the order.
Accordingly, the Directorate initiated the exercise of re-determination of values under Section 25 of the Customs Act,1969.
During the meeting, detailed deliberations were held with all the stakeholders. The importers contended that the existing customs values were on the higher side and requested their downward revision, arguing that the prevailing transactional values and import costs did not justify the current valuation levels.
Conversely, the local manufacturers opposed any reduction and maintained that the values should instead be enhanced in line with prevailing domestic market prices and actual landed costs to curb under-invoicing, safeguard government revenue, and ensure a level-playing field for the local industry.
The manufacturers submitted monthly aggregate export values from China to Pakistan at the PCT level, and the importers presented their export GDs and other supporting documents, which were duly examined and considered during the valuation exercise. Both the values submitted exhibited wide variations.
During the discussions, the Directorate shared the results of the market survey, wherein the prices ranged between Rs19,500 and Rs38,000 for different sizes and weights of porcelain ware sets. This reflected the most dominant average market price at approximately Rs1,500 to Rs1,600 per kg. It was further deliberated that the prevailing profit margin inthe trade was approximately 40-45 percent, which was contested by the local manufacturers.
