Imports of PVC resin: NTC imposes provisional anti-dumping duties
ISLAMABAD: The National Tariff Commission (NTC) has imposed provisional anti-dumping duties on imports of Polyvinyl Chloride (PVC) Resin — Suspension Grade —from the United States and Indonesia after establishing prel iminary evidence of dumping and material injury to Pakistan’s domestic industry.
According to an official notice (A.D.C No. 71/2026/NTC/PVC), the Commission initiated an investigation on April 17, 2026, following an application filed by Engro Polymer & Chemical Limited. The probe found that dumped imports from the two countries adversely impacted local PVC resin manufacturers.
The product under investigation, classified under PCT code 3904.1090, is widely used in the production of pipes, fittings, cables, packaging materials, films, sheets, and other industrial applications.

The Commission observed that a surge in dumped imports resulted in price undercutting and suppression, leading to declining market share, reduced profitability, and lower returns on investment for domestic producers.
Based on these findings, the NTC has imposed provisional anti-dumping duties for a period of four months, effective from the date of publication of the notice.
Under the decision, imports from the United States will face duties of 37.30 percent for Westlake Vinyls Company LP and all other exporters, while Westlake Vinyls Inc. will be subject to a lower rate of 22.28 percent. Imports from Indonesia will attract a uniform duty of 17.70 percent.
The Commission noted that US-based exporters cooperated in the investigation by providing essential data, enabling the determination of individual dumping margins. In contrast, exporters from Indonesia failed to provide the required information, leading the Commission to determine their dumping margins on the basis of the best available information under the law.
The NTC clarified that the provisional duties will not apply to imports used as inputs for export-oriented products or foreign grant-in-aid projects that are exempt from customs duties.
Reaffirming its findings, the Commission stated that the domestic industry suffered material injury due to increased volumes of dumped imports, price effects, and declining financial performance indicators. It also established a direct causal link between dumped imports and the injury caused.
The imposition of provisional duties, the Commission said, is necessary to prevent further injury during the course of the investigation. However, it noted that in line with legal provisions, a lesser duty may be applied where the injury margin is lower than the dumping margin.
Interested parties have been given 30 days to request a hearing, while the Commission is required to issue its final determination within 180 days of the publication of the preliminary findings.
The move is aimed at safeguarding the domestic PVC industry against unfair trade practices while ensuring a level playing field in the local market.
