Transforming Balochistan: a new era of development and prosperity
Pakistan’s commitment to the development and prosperity of Balochistan has never been stronger. As the Member (Implementation & Monitoring) at the Planning Commission, I have personally witnessed the unprecedented scale of federal investment and developmental activity currently transforming Pakistan’s largest province.
The federal government’s unwavering dedication to bringing Balochistan at par with other provinces is evident in the comprehensive portfolio of projects being implemented across the region.
The Public Sector Development Programme (PSDP) 2025-26 for Balochistan represents a massive Rs 1,459.305 billion investment framework, encompassing 150 carefully designed development projects. This portfolio includes 140 ongoing initiatives and 10 new projects, each strategically aimed at addressing the province’s unique developmental challenges and unlocking its vast economic potential. With a current year allocation of Rs. 217.038 billion, the federal government has demonstrated its serious commitment to accelerating development in every corner of Balochistan.
What makes this developmental push particularly significant is not just the quantum of resources being deployed, but the comprehensive nature of interventions being undertaken. From critical infrastructure development to social sector improvements, from economic zones to connectivity projects, the government is working on multiple fronts simultaneously to create a foundation for sustainable prosperity.
Our recent comprehensive monitoring mission across Balochistan, conducted in coordination with the Director General (Monitoring) and provincial monitoring teams, has provided valuable insights into implementation progress. The mission involved extensive meetings on sectoral reviews, selected site visits and numerous consultations with executing agencies, reflecting our hands-on approach to project oversight and our commitment to ensuring that every rupee allocated translates into tangible benefits for the people.
The government’s proactive approach to addressing implementation challenges demonstrates our commitment to project success. We are actively working on institutional reforms to build robust project management systems, enforce stricter compliance with project documentation standards, and leverage digital platforms like iPAS for real-time monitoring and evidence-based decision-making. We are emphasizing the appointment of qualified Project Directors, mandatory training programs in modern project management techniques, and the establishment of specialized departments that will serve the province for decades.
The government is taking innovative steps to overcome traditional bottlenecks. We are streamlining the fund transfer process, setting clear timelines for all agencies involved in financial flows, and ensuring timely release of provincial counterpart funds. The introduction of scientific monitoring tools, including satellite data analysis, represents our commitment to leveraging technology for transparent oversight of projects spread across Balochistan’s vast territory.
We are working towards an integrated development vision through the Uraan Business Plan for Balochistan, which seeks to create synergies among various developmental initiatives. The Hub Special Economic Zone, the Ship Breaking Industry in Gaddani, and the Blue Economy initiatives at Gwadar are being strategically aligned to create multiplicative economic benefits. Similarly, thousands of miles of roads under construction are being coordinated with livelihood improvement programs to maximize developmental impact.
The federal government’s commitment extends beyond project implementation to ensuring the safety and security of developmental works. We are devising comprehensive strategies involving close coordination between law enforcement and project executing agencies to safeguard ongoing works. We are also introducing mandatory insurance requirements for contractors to protect equipment and materials, thereby minimizing delays.
Our monitoring framework is being continuously strengthened to provide real-time visibility into project progress and enable swift corrective actions. The dedicated monitoring team in Balochistan is being equipped with enhanced resources, including modern equipment, vehicles, and scientific instruments for evidence-based data collection.
The government recognizes that citizen comfort during the construction phase is equally important. We have instituted mandatory maintenance of access roads and temporary passages during project execution, ensuring that development activities do not unduly inconvenience the public. This attention to citizen welfare reflects our people-centric approach to development.
Looking ahead, the government is preparing to launch several additional projects currently in the pipeline. These forthcoming initiatives will further strengthen Balochistan’s infrastructure, enhance social services, and create new economic opportunities. The federal government’s allocation for Balochistan continues to grow year after year, reflecting the high priority accorded to the province’s development.
As we move forward, our focus remains on achieving even higher levels of efficiency, transparency, and accountability in project implementation. We are committed to eliminating time and cost overruns through systematic reforms in project preparation, approval processes, and execution mechanisms. The Planning Commission, under the leadership of Minister for Planning, Development and Special Initiatives, continues to work day and night to ensure that every project is completed on time, within budget, and to the highest quality standards.
The transformation of Balochistan is not just a policy priority; it is a national imperative. The federal government’s comprehensive, well-funded, and carefully monitored development programme represents a historic opportunity to unlock the province’s immense potential and bring prosperity to its people. Through sustained commitment, systematic reforms, and collaborative efforts of all stakeholders, we are confident that Balochistan will emerge as a vibrant, prosperous, and economically dynamic province, contributing significantly to Pakistan’s overall progress.
The journey has begun, the commitment is unwavering, and the future of Balochistan is bright.
