ISLAMABAD: Transparency International Pakistan (TIP) has urged Chief Minister Sindh, Syed Murad Ali Shah to look into the serious allegations of DG Audit Sindh regarding violations of government rules and irregularities in National Institute of Cardiovascular Diseases (NIVCD) and if found correct then recover all the amount caused by irregularities.
In a letter to Chief Minister, TIP has shared the complaint against observations of Director General Audit Sindh Regarding Irregular Procurement, Appointments, and Misuse of Public Funds by NICVD as reported by DG Audit Report 2024-25.
The complainant noted that Director General Audit Sindh has identified 46 irregularities of serious nature in FY 2024-25. These include: (i) irregular handling of Workplace Harassment Complaint against Head of Procurement; (ii) Unauthorized grant of high salaries without approved pay fixation criteria amounting to Rs 4,807.619 million; (iii) irregular appointment of a Biomedical Engineer at BPS 17 in contravention of advertised requirements of BPS 18 ;(iv) irregular promotion of Ms. Rajia Urooj due to non-fulfilment of prescribed minimum length of service; (v) irregular appointments and unauthorized payments at NICVD; (vi) irregular and unjustified promotions of officers amounting to Rs 8.148 million; (vii) irregularities in human resource management including pay drawl promotions non verification of qualifications and improper maintenance of service records amounting to Rs 4,807.619 million; (viii) irregular payments against appointment of overage employees amounting to Rs 10.633 million; (ix) irregular creation of liabilities without prior approval amounting to Rs 4,737.022 million; (ix) overpayment of non-practicing allowance to doctors and registrars amounting to Rs 402.796 million; (xi) less or non-deduction of income tax amounting to Rs 8.718 million; (xii) non or short obtaining of performance security amounting to Rs 60.206 million; (xiii) excess expenditure over and above approved budget amounting to Rs 19.612 million; (xiv) excess payment on purchase of Injection Actilyse TPA 50 mg amounting to Rs 6.073 million; (xv) irregular transactions through IBFT mobile application amounting to Rs 49.510 million; (xvi) blockage of government funds due to excess procurement amounting to Rs 25.128 million; (xvii) ineffective store administration resulting in idle government funds amounting to Rs 867.964 million; (xviii) irregular procurement of medicines amounting to Rs 569.506 million; (xix) irregularities in issuance and consumption records of stents amounting to Rs 477.346 million; (xx) irregular expenditure on account of general supplies amounting to Rs 210.368 million; (xxi) irregular expenditure incurred on various repair works amounting to Rs 198.436 million; (xxii) misuse of government funded medicines amounting to Rs 104.020 million; (xxiii) non imposition of penalty for delayed supply of medicines and surgical items amounting to Rs 151.631 million; (xxiv) unjustified payments due to back date invoices and purchase orders issued afterward amounting to Rs 17.781 million; (xxv) irregular procurement of medicines having low shelf life amounting to Rs 734.019 million; (xxvi) irregularities in auction and condemnation of old or scrap items amounting to Rs 5.527 million; and (xxvii) irregular expenditure on advertising through private vendors instead of the information department amounting to Rs 4.826 million.
According to TIP, it has reviewed the allegations of the complaint. Based on the authenticity of the submitted documents of DG Audit Sindh in the Annual Audit & Inspection Report on the accounts maintained by ED, NICVD, for the financial year 2024-25, prima facie the allegations/objections mentioned in the complaint appear correct.
Transparency International Pakistan requested the Chief Minister to look into the serious allegations of complaint and observations of DG Audit Sindh regarding violations of government rules and irregularities, and if found correct then recover all the amount caused by irregularities in the accounts of NIVCD as reported in the DG Audit Sindh in the Annual Audit & Inspection Report for the financial years 2024-25.
The Chief Minister has also been requested to issue directives to ensure the recommendations and observations of the audit report are implemented.
