ISLAMABAD: A Chinese construction company has approached Economic Affairs Division for removal of incorrect blacklisting information from the website of Ministry of Economic Affairs.

According to a letter of Ningxia Communications Construction Co Ltd to Secretary, Ministry of Economic Affairs, attention is drawn to information currently displayed on Ministry’s website stating that Ningxia Communications Construction Co Ltd (NXCC) has been blacklisted in the Lodhran–Multan project. This is incorrect. NXCC has never been blacklisted in the Lodhran–Multan project, in any other project in Pakistan, or in any other country.

By order dated November 28, 2023, the Islamabad High Court referred the matter to arbitration. The Sole Arbitrator, Engr Zafar Hussain Siddiqui (appointed vide Court Order dated 20-03-2024), rendered an Arbitration Award on 19-11-2024, which was submitted on 16-12-2024. A petition under Section 17 of the Arbitration Act, 1940 was thereafter filed, and the Award was made Rule of Court on 29-05-2025.

NXCC has fully accepted the Award and remains ready to immediately resume work upon issuance of the commencement letter by NHA.

The company has written to NHA multiple times and stand committed to performing the contract, the company stated.

In view of the foregoing, we humbly request that the incorrect blacklisting entry be removed from your website and internal records, and that a brief correction note be posted to avoid any reputational harm, Chinese company added.
