The National Assembly Standing Committee on Human Rights on Wednesday decided to send a fact finding commission to Gilgit-Baltistan to probe killing of Shia and directed Minister of Interior, Director General (DG) Intelligence Bureau (IB), ISI chief and Inspector General of Police (IGP) to give the committee in-camera briefing regarding killing of Shia community members in the next meeting.
The committee met with MNA Riaz Fatyna in the chair here at the parliament house and the members agreed that there is no sectarian clash between Shia and Sunni and some hidden forces are responsible for the killing of Shia community members in different parts of the country. The committee recommended that the government should provide latest equipment to Gilgit-Baltistan police. The committee also directed its secretary to send a letter to IGP Gilgit-Baltistan for not attending the meeting intimating establishment division.
The meeting was also attended by Nisar Tanveer, Yasmeen Rehman, Jawad Hassain, Jamila Gillani, Sabeen Rizvi, Kashmala Tariq, officials of Minister of Interior and IB.
The Ulema of both sides agree over restoration of peace in Gilgit-Baltistan, Dera Ismail Khan and Quetta but some third force is targeting Shia community to create law and order situation. Main motive behind it was to disintegrate the country, the committee members vowed. However, the committee claimed that the law enforcement agencies, police and intelligence agencies completely failed in controlling such incident and identifying the culprits.
Mohammad Amin Shahidi of Majlis-e-Wahdat-e-Muslimeen (MWM) told the committee that more than 650 Shia community people were killed in Quetta, 450 in Dera Ismail Khan, but the law enforcement agencies so far have not arrested a single person involved in the killing of innocent people.
He questioned the committee if the law enforcement agencies have information about the terrorists then why they fail in arresting them. In Gigit-Baltistan people from Shia community were killed in the presence of police personnel but no action was taken against the terrorists, he added.
Joint Director IB Tariq Omar informed the committee that provocative speeches should be stopped by both Shia and Sunni Ulema. The problem in Pakistan is that no punishment was given to culprits due to lack of proper evidence/witnesses and other grounds.
Joint Secretary Javeed Shah said that Ministry of Interior has provided latest equipment to the police of Giligit-Baltistan including APC and helicopters for aerial survey.
MNA Jawad Hussain told the committee that the law enforcing agencies officials always give wrong statements in the committees and police totally failed in arresting a few terrorists. Why the intelligence agencies could not dig out these few persons, which creates law and order and kill innocent people, he said.
Kashmala Tariq requested the committee chairman to send fact finding commission to Gilgit Baltistan to probe the issue. He also said that the high ups of Gilgit Baltistan need to inform the committee what kind of departmental action they had taken against those police officials who were attached with the convey when the Shia community people were attacked.
The committee also expressed solidarity with the families of 124 soldiers and 11 civilians trapped in Siachen after an avalanche smashed a Pakistan Army camp. They also made an appeal to government of Pakistan and India to declare Siachen no man's land and both countries need to remove their forces from Siachen.
