Ghost employees of fund-starved KMC allegedly getting regular salaries

Hundreds of ghost employees of Education Department of fund-starved Karachi Metropolitan Corporation (KMC) are regularly getting their salaries, sources told Business Recorder. The sources alleged that some corrupt officers were involved in the appointment of these ghost employees, inflicting losses of millions of rupees on KMC every month.
Although the defunct City District Government Karachi (CDGK) laid off around 2,500 employees after illegal and bogus appointments in various departments were unearthed, still hundreds of bogus employees are getting their salaries from Education Department of Karachi Metropolitan Corporation (KMC). Those, whose appointments had been cancelled were appointed on or after January 1, 2011 in BPS-1 to 15.
Hundreds of bogus appointments were made on back date in 2011 in connivance with some corrupt officials, a source told. He said that some of the employees of Education Department have become "ghost" employees since 2009, but they are getting their monthly salary as per routine.
Divulging the names of some "ghost" employees, the sources said that Iqbal Channa, teacher in Shamsi Islamia, Government Boys Lower Secondary School (GBLSS), Gulshan-e-Iqbal, was not attending the school since December 9, 2009; Anjum Zehra, teacher in Government Boys Secondary School (GBSS) Siraj-ul-Uloom in Gulshan-e-Iqbal, was not attending school since May, 2010, and Ester Salik, primary school teacher in Government Boys Primary School, KTS-22 in Korangi Town, was not attending schoold since March 2011. They said many others employees of Education Department have become ghost, but none of the concerned official were bothered about it.
Sources added Anjum Zehra had gone on 120 days leave to visit UK and Canada, from 16-11-2009 to 14-03-2010, but she has not yet joined duty. It ssaid that Additional District Officer (ADO) Education had wrote a letter on November 10, 2010 to District Officer Education, in order to stop the salary of Anjum Zehra, but nothing had been done yet.
Sources said that the Finance Department was facing difficulties in payment of salaries to the genuine employees of KMC due to the hiring of these bogus employees. At present total number of KMC employees are about 32,000 including 5,000 employees of defunct Karachi Development Authority (KDA). They said that proper list to sort out illegal and bogus appointments has become a daunting task for the officials concerned of Karachi Metropolitan Corporation (KMC).
