PCNS recommendations: Dar put on the defensive in a careless manner

The leader of the opposition in the National Assembly, Chaudhry Nisar Ali Khan inadvertently put the leader of the opposition in the Senate on the defensive over the 16-point recommendations by the Parliamentary Committee on National Security (PCNS) for new terms of engagement with the US, Isaf/Nato.
Ishaq Dar, the newly-appointed leader of the opposition in the Senate and one of two PML (N) members of the 16-member PCNS stated that he did not share the recommendations of the PNCS with his party leadership as the members were cautioned not to divulge the deliberations to anyone for national security reasons. Additionally in his defence he added that he was comfortable with this position as the recommendations would be debated in parliament prior to the finalisation of the proposals.
Chairman PCNS Mian Raza Rabbani, before presenting the committee's recommendations, told the joint sitting that he placed on record individual contributions of each member of the committee while framing the recommendations. "All members rose above their party affiliation and worked in a bipartisan manner, in national interest, to reach a consensus on each and every recommendation," he added.
However the objection raised by Chaudhry Nisar Ali Khan in joint session of parliament on Tuesday House was surprising as the party was represented by two senior PML (N) parliamentarians - Sardar Mehtab Ahmed Khan and Mohammad Ishaq Dar - who were extended the mandate to represent the party with full authority. When Chaudhry Nisar was raising his concern on the floor of the house about the decision of the committee to keep confidential the proposals for new terms of engagement with the US, Isaf/Nato a sarcastic smile was clearly visible on Ishaq Dar's face.
Analysts raised an obvious question: if the party's two senior parliamentarians - Mehtab Ahmed Khan and Ishaq Dar - did not support any or all of the recommendations then why did they sign the final draft of the proposals? And why they did not boycott the proceedings of the committee like Senator Professor Khurshid Ahmed of Jamaat-e-Islami?
Analysts on condition of anonymity further maintained that not only are Chaudhry Nisar and Ishaq Dar not on the same page with regard to these recommendations; but there seems to be some active hostility between the two men as Chaudhry Nisar chose to talk to the media outside parliament house (soon after PML-N parliamentary party meeting on the recommendations of the PCNS was over) in the absence of Ishaq Dar and Mehtab Ahmed Khan.
