National Assembly body concerned at movement of foreign nationals

The National Assembly Standing Committee on Defence showed deep concerns over increasing movement of foreign nationals in Balochistan and directed the provincial government to keep an eye on their movement. The standing committee discussed the internal security situation with specific reference to Balochistan in an in-camera meeting on Wednesday.
The meeting was held with Dr Azra Fazal Pechuho in the chair. Additional Secretaries Ministry of Defence and Cabinet Division, Director General (NCMC), Ministry of Interior, director General Intelligence Bureau, Home Secretary, Government of Balochistan, AIG (Sindh), DIG Special Branch (Balochistan) and other relevant officers were present at the meeting.
The committee was informed that there had been 643 foreign nationals working in Balochistan and majority of them was Chinese. The committee was further informed that the unchecked movement of diplomats and contacts of NGOs with locals in Balochistan was increasing.
The committee directed that the visits of foreigners to Balochistan and their activities should be monitored properly. The intelligence agencies apprised the committee about the history of Baloch unrest, involvement of foreign interference and the reasons behind the insurgency-line situation in Balochistan.
The members of the committee inquired about the recovery of the missing persons and the role of agencies in it. The committee had been informed that various groups were involved in kidnapping of people and denied the involvement of Pakistan Army in it as well as killing of Baloch people. The committee was also informed that out of 46 missing persons, 10 have been recovered. The chairman in her ruling said that more efforts should be made for the recovery of the remaining missing persons. The law enforcement agencies should not overstep their domain.
It has further learnt that the Government of Balochistan had constituted a high-powered committee comprising six commissioners and one Inspector General of Police (Balochistan) to review the announcement made by Federal Minister for Interior Rehman Malik.
In a major reconciliatory move, the government had granted amnesty to Baloch rebels, including Brahamdagh Bugti, in view of the prevailing situation in Balochistan province. The National Assembly's Standing Committee on Defence expressed utter displeasure over the absence of chiefs of Inter Services Intelligence and Military Intelligence from the committee meeting.
Officials of Ministry of Defence conveyed to the committee that the ISI and the MI had sought some time to prepare briefing for parliamentarian on the subject. The committee, however, disallowed any extension in time. The Chairman Committee remarked that they could not wait for their briefing as it was already too late. The committee recommended the government to expedite the implementation on Aghaz-e-Haqooq-e-Balochistan package and directed for a quarterly report on its implementation status, which might be shared with the parliamentarians.
