The Khyber Pakhtunkhwa government has constituted six-member committee to monitor progress on Khyber Pakhtunkhwa Honermand Rozgar Scheme (PHRS) in the province. The monitoring committee headed by Additional Secretary-II, Department of Industries, Commerce and Technical Education (IC&TE) comprises Director General, TE&MT/ Secretary TEVTA, Provincial Chief Smeda member/secretary, Section Officer-II, IC&TE, representative of Sarhad Chamber of Commerce & Industry (SCCI) and budget officer/ funds/loans), finance department).
The terms of references for the committee are to monitor the progress achieved of the scheme, approve and monitor targets of disbursement of loans, evaluate feedback of applicants regarding the scheme, evaluate all aspects of the process (applications, verification, approval, etc) and recommend changes for improvement of service, evaluate status of recovery from the beneficiaries and notify other sub-committees for implementation of the project.
The provincial government of Khyber Pakhtunkhwa has launched Hunermand Rozgar Scheme to provide employment opportunities to skilled youth and reduce poverty and promote income generating economic activities in the province. The government has allocated an amount of Rs 1300 million for the scheme and is executed through the Bank of Khyber. Under the scheme the provincial government is extending loan ranging from Rs 50,000 to Rs 300.000 is being granted to diploma/certificate holders from vocational or skill development centres at very soft terms of 5% mark-up only.
The loan facility is available for business activities in the fields of marble, gem stones, minerals, handicrafts, automobile repairing, plumbing, electrician, furniture, light engineering, garments, embroidery, hair dressing and beauty salons, leather products, information technology and all such subjects leading to economic stabilisation. 30% of the funds shall be reserved for females.
