Paramedical staff protesting against the career structure on Monday, asked the government to withdraw Career Structure for Health Personnel (CSHP) Ordinance, 2011. Protesting in front of Parliament House, Employees of Federal Government Hospitals raised slogan against the Secretary Cabinet Division Nargis Sethi saying that CSHP, Ordinance 2011 has no value now, as it has legally become time-barred after 120 days, so the new recruitment under this ordinance should be stopped forthwith and the BPS System should be continued.
A member of Joint Action Committee of Regular (BPS) Employees of Federal Government Hospitals, Gul-e-Nargis said that CSHP Ordinance 2011 will destroy the future of government employees in health sector. She said after passage of 120 days, the Cabinet Division neither got approval of the ordinance from Senate nor the National Assembly so at present this ordinance has no legal value.
She said new recruitment should be carried out through Basic Pay Scale System under the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973. She said that under Civil Servants Rule the Board of Governors will come through proper channel after taking the Civil Service Examination. The CSHP Ordinance will encourage blue-eyed persons, she added. She said the CSHP Ordinance will bring to an end free medical facilities for general public in government hospitals. She said the salaries of all the staff of federal government hospitals should be increased under the BPS System and promotions should also be given under the BPS System. She urged the government to approve new scholarships as is being done in Punjab for the Post Graduate Student Doctors and House Officers under the Civil Servants Rules 1973.
