THURSDAY AUGUST 25: CNG cylinder makers: certain manufacturers de-listed from CGO

ISLAMABAD: On the recommendation of Oil and Gas Regulatory Authority (Ogra), the government has disallowed the import of CNG cylinders being manufactured by 12 foreign companies. In this connection the Federal Board of Revenue (FBR) has amended customs general order (CGO) 12 of 2002 through a CGO 6 of 2011 issued here on Wednesday.
The manufacturers of storage cylinders have been de-listed from the CGO 12 of 2002 are M/s NK Co Ltd, South Korea and M/s Kioshi Compression S.A Argentina, M/s Mesco, UK, M/s Fine Tec Corporation, Korea, M/s UEF Chesterfield, UK & CTCO, UK, M/s Beijing Tianhai Industrial Co China, M/s Inflex Argentoil S.A., Argentina M/s Nippon High Pressure Co, Japan, M/s Chengdu Jinxing Chemical Machinery & Equipment Factory, China, M/s Taylor Wharton Gas Equipment Division, USA, M/s Faber Industries, Italy, M/s Dual Fuel Systems, UK and M/s Chongqing Yifeng High Pressure Container Co, Ltd, China (YM, China).
It is learnt that the Ogra being the regulatory authority of the CNG sector has recommended the names of certain manufacturers of storage cylinders to the FBR for de-listing from the relevant CGO. These CNG cylinders have been declared as substandard by Ogra and subsequently the FBR deleted the names of manufacturers of these storage cylinders from the concerned CGO. Under the CGO 12 of 2002 of June 15, 2002, the FBR has given a positive list of approved brands and models of CNG machinery importable under SRO.575 (I)/2006. The manufactures of these storage cylinders were not meeting the specified standards and their names have been deleted from the relevant list of the CGO 12 of 2002.
Under SRO.575 (I)/2006, only approved models or brands of items imported by the local assemblers of vehicles and companies having CNG licenses, as mentioned in chapter VII of the Customs General Order No 12 of 2002 dated 15th June 2002 shall be entitled to exemption of customs duty. The importer shall also furnish quality certificate of the original manufacturer duly witnessed by the designated third party inspectors mentioned in chapter VII of the above stated Customs General Order regarding safety standards as laid down in Pakistan CNG Rules, 1992, SRO.575 (I)/2006 added.
Following is the text on the CGO 6 of 2011 of dated August 19, 2011: The Federal Board of Revenue is pleased to direct that the following further amendments shall be made in its Customs General Order No 12/2002, dated the 15th June, 2002, namely: In the aforesaid CGO, in Chapter VII, in Sr. No 21 A,
In Table-III the names of manufacturers of storage cylinders M/s NK Co Ltd, South Korea and M/s Kioshi Compression S.A Argentina, M/s Mesco, UK, M/s Fine Tec Corporation, Korea, M/s UEF Chesterfield, UK & CTCO, UK, M/s Beijing Tianhai Industrial Co China, M/s Inflex Argentoil S.A., Argentina M/s Nippon High Pressure Co, Japan, M/s Chengdu Jinxing Chemical Machinery & Equipment Factory, China, M/s Taylor Wharton Gas Equipment Division, USA, M/s Faber Industries, Italy, M/s Dual Fuel Systems, UK, M/s Chongqing Yifeng High Pressure Container Co, Ltd, China (YM, China) wherever appearing shall be deleted; and S.Nos. 1,2,3,4,8,9,11,12,13,15,16,17,18,20,23,24,25,26, 27, 29 & 31 in column (1) and the entries relating thereto in columns (2), (3) and (4) shall be omitted, the CGO added.
