Non-transfer of attached subjects, devolved ministries: DCC to finalise Sindh's cases to be taken to CCI

Devolution Cabinet Committee (DCC) of Sindh government would meet within next few days to finalise the case of Sindh regarding non-transfer of attached subjects, infrastructure, equipment, fund and receivables of 17 devolved federal ministries, which would be taken up in Council of Common Interests (CCI).
The DCC in its July 6, 2011 meeting had decided that Sindh case would be taken to CCI regarding non-transfer of attached subjects, lands, buildings, plants, machinery, furniture and fixtures, equipment, transport and vehicles, funds and receivables of the 17 devolved federal ministries.
Well-placed sources told Business Recorder that Secretary Inter-provincial Co-ordination (IPC) department Mushtaq Ahmed Shaikh had sent a letter to DCC for fixing a date for meeting of the committee. They added that reminder letters had also been sent to concerned departments to submit reports regarding devolution issues to IPC department so that IPC could compile a comprehensive report, which would be presented in DCC's meeting.
Following the 18th amendment, ministries and divisions of population welfare, zakat and Ushr, sports and youth affairs, local government and rural development, health, education, culture, tourism, antiquities, social welfare, women development, labour, food and agriculture, minorities affairs and special initiatives were devolved and transferred to provinces in four phases.
However, Sindh government has strong reservations that Federal government has not devolved all subjects and many of attached subjects, lands, buildings, machinery, furniture, equipment, vehicles, funds and receivables of the devolved ministries were held by the centre.
The DCC would meet within next within few days with Syed Murad Ali Shah in the chair, while secretaries of law, finance, IPC and concerned departments would attend the meeting. The DCC would discuss the case of Sindh regarding devolution and later it would be referred to provincial Law department for legal opinion, the sources said. The sources said that the committee would thoroughly examine every aspect of the devolution and would make a strong case in this regard, which would be taken up in CCI. The CCI meeting is expected to be held in the first week of August 2011.
