Cost of war on terror: big mismatch in Pakistan and US figures

The annual cost of war on terror has risen manifold. It stood at $17 billion at the end of 2010, according to figures released by a think tank called South Asian Strategy Stability Institute (Sassi). Sharing the findings of the research work on US assistance to Pakistan with media, Marryum Sultan, head of Sassi, claimed that there was mismatch between US and Pakistan figures in the matter of US assistance.
She said that Pakistan had claimed $13.30 billion over the last 10 years, of which around $11 billion has been accepted by the US for reimbursement, but only $8.64 billion had been reimbursement. According to US Congress reports, Pakistan has been reimbursed $6 billion more than its claim. She said that the figure released by Survey of Pakistan-2010-11 does not match with the details provided in US Congressional report on aid to Pakistan.
She said that US authorities have withheld Pakistan's claims worth $4 billion for Coalition Support Fund (CSF). Pakistan has received $1.4 billion from CSF and $1.023 billion from direct funding. Marryum claimed that out of total assistance of $12.5 billion, Pakistan has technically received only $2.47 billion in last ten years. Pakistan does not benefit by the amount under the head of Kerry Lugar Bill (KLB). According to the think tank, Pakistan claims that $179.5 million has been disbursed from KLB at the end of 2010. But US sources claims $186 million has been reimbursed in FY 2010.
Talking about the KLB, she said that US aid is equal to 0.04 percent of the revenue collected by the government, which amounts to $13.125 billion. This amount is 0.002 percent of the GDP, and will be available to the government of Pakistan.
According to a US Congressional report, the US has provided Pakistan total $18.7 billion to Pakistan military and civilian governments as assistance in the last 10 years. From the total aid, $12.8 billion went to military side and $6.03 billion went to civilian side. Reviewing the military aid to Pakistan in last 10 years under different heads, she said that under foreign military financing, Pakistan received $3.76 billion for purchase of upgraded kits for F-16s, P-3 Orion aircraft and other military equipment which was considered obsolete in US.
Under the head of Pakistan Counterinsurgency Capability Fund (PCCF), US reimbursed $230 million in last ten years. Pakistan received $800 million in military aid annually for paying the US trainers, while the amount of US direct funding to military did not exceed $1 billion.
She said that before deciphering US economic assistance to Pakistan, it must be understood that dependence on foreign aid leads to control of affairs of the recipient state by the donor state. Around 50 percent US administrative cost $100,000 dollars will be put in classified annex. The think tank said that all forms of foreign aid programs must be abolished.
