Changes in designations notified

Sindh Local Government Department has issued a notification of establishing of District Councils (DCs) and Town Committees (TCs) with changing of designations of officers as per recently promulgated ordinance, reliable sources told Business Recorder.
After the promulgation of an ordinance regarding revival of Local Government System 1979 and abolishment of Sindh Local Government Ordinance (SLGO) 2001, CDGK, all district governments and TMAs including towns of Karachi, have been abolished. Notification has been issued to all 101 TMAs of Sindh on 11th July (Monday).
With the implementation of the said notification, District Councils (DCs) would replace district governments and Town Committees (TCs) will replace Taulka Municipal Administrations (TMAs); while, Local Government Department has already issued a notification regarding the revival of old status of Hyderabad district. After the notification, District Officers (monitoring), Local Government Department, will work as Assistant Directors (ADs) and Taulka Municipal Officers (TMOs) would work as Chief Municipal Officers (CMOs), sources said.
Besides, Taluka Officers (TOs) finance would work as Municipal Accounts Officers (MAOs) and TOs (Infrastructure) will work as Municipal Engineers (MEs), sources added further.
Whereas, posts of Taulka Officers (TOs) Regulatory have been created according to SLGO 2001, so there is no space for the said posts in Local Government System 1979, sources further explained. Sources said that the Provincial Government has not recruited people for the posts of TOs (Regulatory) and most of all officers have been posted on deputations/detainments so that government may decide to send back all of them to their mother departments. Sources further said that with the revival of Local Government System 1979, all Union Councils (UCs) of Sindh have been abolished so that a large number of employees could be adjusted in DCs and TCs.
A high level official told Business Recorder that with the abolishment of SLGO 2011 and promulgation of an ordinance, powers of officers posted in district councils and town committees have not been changed. He told that the copies of ordinance would also be sent to all DCs and Tcs very soon as concerned officers and employees could study the ordinance and implement it in letter and sprit.
