Sindh government's 10 departments could not utilise funds of Rs 1167.42m of 44 schemes, allocated in Annual Development Program (ADP) 2010-11, well-informed sources, privy to Finance department, told Business Recorder. Due to non-utilisation, Planning and Development (P&D) department has re-appropriated Rs 946.104m out of total Rs 1, 167.42m to the schemes of other departments.
Whereas, rest of the amount of Rs 221.316m has been surrendered by relevant administrative departments to Finance Department, sources told. Statistical Economic and Research Sector's Research and Training Wing, Sindh Bureau of Statistics, Provincial Disaster Management Authority (PDMA) and M&EC, Special Package Sector, Forest and Wildlife, Social Welfare, Information Technology (IT), Aukaf, Industries, Physical Planning and Housing Sector, Excise and Taxation and Culture were among those sectors and departments that failed to utilise their allocated funds of ADP 2010-11, sources told.
According to the details, Rs 110m of nine schemes of Statistical Economic and Research Sector has been adjusted by P&D while Rs 88.859m has been surrendered by the same sector to Finance Department.
Besides, Rs 2.814m of one scheme of Hyderabad Development Package of Special Package Sector, Rs 3.393m of one scheme of Forest and Wildlife department, Rs 108.932m of seven schemes of Social Welfare department and Rs 427.846m of five schemes of Information Technology (IT) has been utilised by P&D in other heads and Rs 73.877m have been surrendered to Finance department due to non-utilisation, sources further told.
Similarly, Rs 5m of one scheme of Physical Planning and Housing Sector, Rs 41.042m of two schemes of Excise and Taxation, Rs 17.822m of three schemes of Culture, Rs 4.600m of Research and Training wing, Rs 3.403m of Sindh Bureau of Statistics and Rs 20m of Provincial Disaster Management Authority (PDMA) have also been surrendered to Finance Department, sources added.
While, Rs 130.423m of Aukaf Department, Rs 277.835m of Industries, Rs 10m of M&EC and Rs 100m of Sindh Bureau of Statistics have been utilised by Planning and Development Department due to n-usage by the said departments. Sources said that despite Sindh government's cut on original allocation of ADP 2010-11, the said departments had not utilised revised funds due to inefficiency and hence funds were surrendered.
He said that keeping in view such practices of departments P&D has made short allocations of these departments in ADP 2011-12. An official of Finance department told Business Recorder on condition of anonymity that it's routine practice that is going on for many years. After continued practices of surrendering the funds, departments have become habitual and they don't have any interest in surrendering of allocated funds, he added.
