ACE Chairman calls to put case against three doctors of ASH before ACC-1
The Chairman of Anti-corruption Establishment, Ramzan Channa, has rejected the report of Director of ACE Karachi, Ganhwar Laghari, regarding the case against senior doctors of Abbasi Shaheed Hospital, Karachi, and directed to place the case before Anti-Corruption Committee-1 (ACC-1) for decision, sources told Business Recorder here on Wednesday.
The ACC-1 is headed by Sindh Chief Secretary, while the Chairman of ACE and two representatives of Home dept and Board of Revenue are members of the committee.
The committee has the mandate to take decisions regarding tabled cases which would be the FIR against involved officers or any suggestion regarding any kind of punishment.
After completion of investigation report, Chairman of ACE himself or on the recommendation of concerned officer used to place cases against officers of Grades 17 and above before the ACC-1, sources said.
The letter of Director of ACE Karachi to Chairman ACE, available with Business Recorder, stated that concerned officer ACE has received the application of Zia-ul-Umar, resident of Karachi, in which applicant has alleged that Abdul Hamid, father of injured Nida w/o Wasim Ahmed brother of applicant in collusion with Dr Zakia Khurshid, Lady MLO Abbasi Shaheed Hospital, Karachi got registered FIR 254/2004 u/s 337 (A) (i) 337 (ii) PPC at PS North Nazimbad Karachi on the basis of bogus medical certificate ML-3499/04 issued by Dr Zakia Khurshid, Lady MLO, against his brother Wasim Ahmed, mother and two sisters, and both were arrested.
On the application of Wasim Ahmed, a medical board was constituted by Secretary, Health, in which injured Nida w/o Wasim Ahmed, and Dr Zakia Khurshid, deliberately did not appear before the board. Meanwhile, the medical board held in abeyance the certificate issued by Dr Zakia Khurshid, the letter mentioned.
Inspector Rashid Hussain of ACE Karachi recommended to place the matter before ACC-1 seeking approval to register case against Dr Ashfaque, Radiologist, and to close the matter against Dr Zakia Khurshid and Dr Qamar Aziz, Assistant Professor t Abbasi Shaheed Hospital, the letter further stated.
In view of above circumstances the recommendation of concerned officer may be accorded, the letter concluded. The Chairman of ACE Ramzan Channa sought comments of Director, Legal, and after the comments of Director, Legal, the Chairman of ACE rejected the recommendation of concerned officer and directed for placing the matter before the ACC-1 for final action, sources said.
The concerned wing of ACE has added the case in the list of cases of ACC-1 and it will be discussed in the coming meeting of ACC-1, sources added.
When contacted, Dr Zakia Khurshid of Abbasi Shaheed Hospital denied and said that the case was very old and was disposed of at that time.
In this connection, this correspondent tried a lot get the version of Director, ACE ,Karachi Ganhwar Laghari, and Chairman of ACE Ramzan Channa but both were not available at their offices while cell numbers were off also of both officers.
