Killing of Chechens: Supreme Court tells Balochistan CS to submit report

The Supreme Court on Monday directed the Chief Secretary Balochistan to submit a comprehensive report on the killing of five Chechens in the province in two weeks. A three-member bench comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Muhammad Sair Ali and Justice Ghulam Rabbani on Monday observed that the Balochistan carnage defamed the country globally.
The bench was hearing constitutional petitions, filed by President of Balochistan High Court Bar Association under Article 184 regarding protection of lives and property of the people in Balochistan. In the course of hearing, Balochistan Chief Secretary Ahmad Bakhsh Lehri told the bench that the government was settling issues in the province politically, economically and administratively, adding that about 40 percent of the Public Sector Development Programme of the province was allocated for roads connectivity.
A report submitted by the Chief Secretary Balochistan on incidents of targetted killings during last three days in the province was rejected by the bench. "It is our faith that the situation will be under control very soon," the Chief Secretary added. He said provincial government had taken steps for the recovery of the two missing lawyers and hoped that they would be recovered soon.
The Chief Secretary also told the bench that a commission had been constituted for probing the Khurrot incident. The court directed the CS to submit the commission's report regarding the incident on the next hearing. The bench observed no progress had been made to maintain the law and order situation in the province.
The CJ categorically expressed that law and order situation in Balochistan was becoming worst after Nawab Akbar Bugti's killing, adding that if proceedings were initiated against the persons involved in his killing then the situation might not have been so worst. The bench said the government had also not taken any tangible action over the killing of five Chechens in the province.
The Chief Justice said, " it seems that the government has failed in maintaining its writ." He also referred to recent terrorist attack in PNS Mehran. "What is going on in the country, why the law and order situation is not under the control of the agencies required to maintain it," he added. Justice Muhammad Sair Ali asked the chief secretary as to whether the government had arrested any culprit, involved in terrorist activities because he had mentioned unknown persons in the report. He observed, "We don't need the wish list but the job and action list to tackle the worst law and order situation in Balochistan."
Justice Muhammad Sair Ali also observed that the concept of experts, sitting and working in such situations, thinking on organised level to tackle the affairs have great importance in democratic rules. The court adjourned the hearing for two weeks.
