Education, health, agriculture, livestock to get funds as per fiscal year 2011

Only Education, Health, Agriculture, Livestock, Transport and Communication would be allocated plus amount in the Annual Development Program (ADP) for 2011-12, equivalent to the original allocation for ADP in 2010-11, while the rest of departments may be allocated amounts equivalent to the revised amounts of 2010-11 ADP, sources in the Sindh Planning and Development Department told Business Recorder here on Saturday.
The original 2010-11 ADP amount was Rs 115 billion, which was downsized (revised) by the Sindh government to Rs 77 billion after floods. This decision was made during a meeting according to the letter with subject of policy guidelines for ADP 2011-12 formulation, issued here on 20 May 2011 by Advisor to Sindh Chief Minister for Planning and Development Dr Kaiser Bengali, sources said.
During the meeting, officials of Planning and Development department discussed the pros and cons of ADP for 2011-12, keeping in view the availability of financial resources of the Sindh government. It was decided that only Education and Health departments would be allocated 10 percent additional amount in Annual Development Program (ADP) 2011-12 equivalent to the original allocation for ADP 2010-11.
The meeting decided that Agriculture, Livestock, Transport and Communication would also be allocated amount of ADP 2011-12 equivalent to the original amount of ADP 2010-11, sources said. It was also decided that except above, remaining all departments may be allocated an amount of ADP 2011-12 equivalent to the revised amount of ADP 2010-11, sources added.
The meeting further decided that it was possible that the allocation for individual schemes may exceed the aggregate allocated to the department. In this case, chiefs of P&D may use their discretion in adjusting the allocations to individual schemes to remain within the allotted size, sources added. It was also decided that schemes where 75 percent or above of the amount has been released would be provide full funding and preference would be given to on-going schemes over new schemes.
Sources said that P&D has two more rough sketches of ADP 2011-12, one is 10 percent plus to all departments on original ADP 2010-11 (Rs 115 billion) and the second is 10 percent plus to all departments on revised ADP 2010-11 (Rs 77 billion).
These three rough sketches would be discussed with Chief Minister Qaim Ali Shah in a couple of days and on of them would be finalised. Kaiser Bengali told Business Recorder that work almost has been done, "We will sit with Chief Minister very soon, and ADP for 2011-12 would be finalised in the coming week". He said that next year's ADP would be very qualitative, "and we will lead towards real development with making of ADP 2011-12".
