It's time to revisit relations with US: Parliament adopts resolution unanimously

The in-camera joint session of the parliament unanimously passed a resolution, proposing constitution of an independent commission to investigate the Abbottabad operation by Us special forces. Terming the May 2 raid a unilateral US action in violation of Pakistan's sovereignty and integrity, the resolution underscored the need of revisiting relations with the United States.

The session of the parliament, which was earlier briefed by the military top brass over the US action, strongly condemned the US action and demanded that the US drone attacks in the tribal belt of the country should be stopped forthwith. The resolution termed the US drone attacks, as against country's sovereignty and territorial integrity. It asked the government to implement a resolution passed by a joint sitting of the parliament in 2008 against the drone attacks.
According to the resolution, the independent commission would be formed after consultations between the Prime Minister and Leader of the Opposition. The resolution warned in the event of any Abbottabad like action, supplies to Nato forces in Afghanistan would be blocked.
Director General Inter-Services Intelligence (ISI) Ahmed Shuja Pasha told the Parliamentarians on Friday that he was ready to quit if the Parliament so desired, it was learnt reliably. Informed sources told Business Recorder that PML-N tried its level best to press the ISI chief to announce his resignation because of intelligence failure in relation to May 2 US raid in Abbottabad, which resulted in killing of Osama bin Laden, but some other parties, especially the ruling coalition, supported the country's top spy agency chief during the in-camera session of the Parliament, briefed by military leadership and the ISI chief.
The joint session also witnessed the PML-N members raising the slogans of "shame, shame" when Tehmina Daultana accused the ISI of 'destroying' the country due to its policies, according to sources. The sources said that Leader of the Opposition in National Assembly Chaudhry Nisar Ali Khan, interrupted the ISI chief's speech, terming it a 'political briefing'.
When Chaudhry Nisar asked why General Pasha was not tendering resignation by accepting the failure of the intelligence, the ISI chief said he was working under the Prime Minister and he was ready to quit if he (PM) and the Parliament want the same, the sources said, adding that his words were immediately followed by "No, No" shouts, which mainly emanated from the treasury side.
The ISI chief further told the House that after the May 02 incident, he had taken the decision to quit after consulting his family, but he was stopped by Army Chief Ashfaq Pervez Kayani from taking that course. "I discussed it with my family, with my wife and children and they advised me to quit," the source quoted General Pasha as telling the parliament, "but the Army Chief advised me against taking that decision," the source quoted the ISI chief as saying.
About the US drone attacks, the sources said that the Deputy Air Chief told the Parliament that they can shoot down if the government gives them permission. When PML-N's Ishaq Dar and Zafar Ali Shah asked whether the drones were operating from inside the Pakistan, the Deputy Air Chief revealed that these were operating from Shamsi Airbase in Balochistan, which is in the control of the UAE.
In response to another query by Dar, the sources said that Deputy Air Chief said that the airbase came under the control of the UAE government in 1990 during Nawaz Sharif's government. The sources further said that JUI-F's parliamentarian Maulana Atta-ur-Rehman said that raids were being conducted on seminaries after the killing of bin Laden, adding that Laden was once a friend of the US and Pakistan as well. In response, the sources said that the ISI chief said that Osama became an enemy of Pakistan after Tora Bora operation.
General Pasha, however, said that he should not be asked to go in further details because Saudi Arabia and Libya were also part of the game. "Then I would be left will no other options to reveal the names of those receiving money from Saudi Arabia and Libya for the last 10 years," a source quoted the ISI chief as saying in response to the JUI-F leader's query.
The parliamentarians were also informed about the US secret operation in Abbottabad that the US helicopters with latest technology flew from Afghanistan and after hovering over Bajaur, Mohmand, Buner and Kala Dhaka reached Abbottabad. The security agencies also told the parliamentarians that security forces deputed on Pakistan Military Academy (PMA) have a mandate to only safeguard the military academy and its assets and they are not authorised to challenge any foreign raid or incursion.
He told the parliamentarians that intelligence in connection with Osama bin Laden was shared with the US in 2004. But the US undertook operation in Abbottabad without informing Pakistan. Lieutenant General Shuja Pasha said that following interrogation of the three widows of Osama, it has been revealed that he had been living in Abbottabad compound for the past 5 years but he (Osama) never came out even once during his stay there.
At this point parliamentarians of Pakistan Muslim League-N, expressing concern, said a lack of advanced technology could raise a number of questions on Pakistan's defence capabilities. Sources said that when the issue of US drone attacks in tribal areas was raised, the air chief looked towards the parliamentarians and said: "We need just an order from the government...just order (us) and we will see them".
Deputy Chief of Air Staff Operations Air Marshal, Muhammad Hassan said US helicopters were equipped with highly sophisticated technology and they could not be detected (by our radars). The US used stealth technology which is exclusively possessed by the US, he said, adding that Pakistan had started observing this technology. Meanwhile, members of JUI-F staged a token walkout in protest, saying that it was the US that created the Taliban.
