Director General Federal Audit Gulzar Hussnain has informed the Public Accounts Committee (PAC) that Ministry of States and Frontier Regions (SAFRON) was involved in selling of goods meant for supplying to the Afghan Refugees during 1988-2000.
The DG Audit made these surprising disclosures during a meeting of the Special Committee of Public Accounts Committee held here in Parliament House on Tuesday. The PAC Special Committee met here with Zahid Hamid, PML-N lawmaker in the chair to review the audit objections about different ministries and departments
The committee was also confined that numerous recruitments had been made in the disguise of reinstatements of sacked employees, which were total contradiction and negation of rules and regulations at Federal Directorate of Education. He further said that SAFRON sold aid goods donated by international donors worth Rs 16 millions and made record of Rs 14 millions missing, adding that more than 200 vehicles of UNHCR were being blatantly misused by SAFRON officials ie, four by Federal Secretary and five by Federal Minister.
The PAC directed the DG Audit to conduct strict audit of SAFRAON accounts of last five years to recover Rs 1.1 million from the Federal Minister and Rs 0.9 millions from Secretary SAFRON. DG Federal Audit further brought the issue in the notice of committee that a large number of recruitments had been made in Federal Directorate of Education in the name of reinstatement of sacked employees.
He also said that DG Federal Directorate of Education refused to present record of illegal recruitments, saying those recruitments had been made on the directions of powerful and influential personalities. PAC observed that FIR would be lodged against heads of departments and organisations refusing to produce the record to Audit in future.
