Debt managers, who had planned to sell 400 million lei worth of the paper, last issued the bond in August at 1.27 percent.
The finance ministry last rejected all bids at debt tenders in March. Bids totalled 424 million lei on Thursday.
Local money markets have faced a liquidity shortage in recent weeks and the central bank has pumped funds into the market via a repo tender.
So far this year, Romania has sold 37.3 billion lei and 340 million euros of domestic bills and bonds. It has tapped foreign markets for 1.75 billion euros of 2027 and 2035 Eurobonds.
