"The secretary general strongly condemns the bomb attack at the Indian High Court in New Delhi which has killed and injured many today," said deputy UN spokesman Eduardo del Buey.
"The secretary general reiterates his firm stance that there is no justification for indiscriminate violence against civilians. He expresses his solidarity with the government and people of India," the spokesman added.
The Security Council said in a statement that it "condemned in the strongest terms the terrorist attack" and also expressed sympathy to the victims of what members called a "heinous act".
A powerful bomb hidden in a briefcase ripped through a crowd outside New Delhi's High Court, killing 11 people and injuring 76, Indian officials said.
