Citi, Goldman Sachs and RBS are leading the deal which will be for at least $1 billion and should price later on Thursday.
The price talk was confirmed by an official at one of the lead managers, according to IFR, a Thomson Reuters news and markets analysis service.
"We are not participating, we are not too fond of the credit aand in terms of pricing, it's right on the curve," said one fund manager, citing the country's large current account deficit and worries over errors in its statistical data.
