UNSC adopts Pakistan-initiated statement on diplomacy during active hostilities

The United Nations Security Council on Thursday adopted by consensus a Presidential Statement (PRST) initiated by Pakistan on “The Role of Diplomacy during Active Hostilities,” the Foreign Office said.

In a statement issued in Islamabad, the Ministry of Foreign Affairs described the adoption as an important contribution by Pakistan to the Council’s thematic work on international peace and security.

According to the Foreign Office, the statement underscores the need for sustained diplomatic engagement even after hostilities have begun, including through mediation, good offices and keeping channels of communication open, with the aim of facilitating ceasefires and promoting durable political settlements.

The PRST builds on Security Council resolution 2788 (2025), which was adopted unanimously in July 2025 during Pakistan’s presidency of the Council. The new statement focuses specifically on the role of diplomacy once fighting is underway, and reaffirms that diplomatic efforts must continue at all stages of the conflict cycle.

The Foreign Office said the PRST is a substantive addition to the Council’s existing body of work, as it brings together established principles and experiences from different conflict situations within a single thematic framework.

“It provides an important collective political reference point for the Council’s continued engagement in promoting de-escalation, facilitating dialogue and advancing peaceful and sustainable political solutions,” the statement said.

Presidential statements are adopted by consensus of all 15 Council members and serve as formal expressions of the Council’s collective position, although, unlike resolutions, they are not legally binding.

Pakistan is serving a two-year term as a non-permanent member of the Security Council for 2025–26.

The Foreign Office said the adoption reflects Pakistan’s continued commitment to multilateralism, dialogue and diplomacy, and its constructive contribution to the maintenance of international peace and security.
