Dextrose monohydrate: NTC imposes 10.79pc anti-dumping duty
ISLAMABAD: The National Tariff Commission (NTC) has imposed a definitive anti-dumping duty of 10.79 percent on imports of dextrose monohydrate originating in or exported from China for five years, effective July 15, 2026, after determining that dumped imports caused material injury to Pakistan’s domestic industry.
According to the Commission’s final determination, the investigation was initiated on April 22, 2026, following an application filed by Rafhan Maize Products Company Limited, Faisalabad, and Matco Foods Limited, Karachi, both domestic producers of dextrose monohydrate.
The Commission had earlier issued a preliminary determination on July 15, 2026, and imposed provisional anti-dumping duties for four months. Following completion of the investigation, it made an affirmative final determination and decided to impose definitive anti-dumping duties under Section 50(1) of the Anti-Dumping Duties Act, 2015.
The NTC determined that imports of the investigated product from China were being sold at dumped prices during the period from January 1 to December 31, 2025, causing material injury to domestic industry.
According to the determination, the domestic industry suffered injury due to a significant increase in the volume of dumped imports, price undercutting and price suppression. The Commission also identified declines in sales, market share, production, profits, profitability and capacity utilisation, along with adverse effects on inventories.
The Commission said it had also examined other factors under Section 18 of the Act that could have simultaneously caused injury to domestic industry.
As no Chinese exporter or foreign producer provided the information required to determine individual dumping margins, the Commission established a single dumping margin applicable to all exporters of the investigated product from China, using the best information available under Section 32 of the Act.
The duty applies to dextrose monohydrate imported from China and classified under Pakistan Customs Tariff (PCT) code 1702.3000. However, injectable pharmaceutical-grade dextrose monohydrate and dextrose anhydrous are excluded from the scope of the investigation.
Dextrose monohydrate is widely used as a carbohydrate ingredient in the food, pharmaceutical and nutraceutical industries. In the food sector, it is used in bakery products, confectionery and beverages as a readily available energy source, as well as to provide sweetness and enhance colour and aroma.
In pharmaceutical and nutraceutical formulations, the product serves as an immediate energy source and is used in oral hydration therapies because of its rapid absorption.
The Commission conducted its injury assessment for the period from January 1, 2023, to December 31, 2025, while the dumping investigation covered calendar year 2025.
The definitive anti-dumping duty will be charged in addition to other taxes and duties applicable to imports under existing laws. It will be collected in the same manner as customs duty under the Customs Act, 1969.
However, the Commission clarified that the duty would not be levied on imports used as inputs in products destined solely for export or for use in foreign grant-in-aid projects, provided such imports qualify for customs-duty exemptions under the relevant schemes of the Customs Act, 1969.
The detailed non-confidential version of the final determination has been placed in the public file maintained by the Commission and published on its official website.
The notice was issued by order of the Commission under Section 39 of the Anti-Dumping Duties Act, 2015.
