LAHORE: In a step toward safely reviving the provincial capital’s iconic traditional festival, the Lahore district administration has mandated formal registration and No Objection Certificates (NOCs) for all kite and thread manufacturers ahead of Safe Basant 2027.

While officially announcing the launch of the Basant Portal 2027, Deputy Commissioner Lahore Captain Muhammad Ali Ijaz (retd) unveiled a new initiative that mandates a detailed registration process for the manufacturing of kite-flying equipment. Starting on September 5, all individuals and entities involved in producing kites and related materials must obtain a formal NOC through the district portal.

The Deputy Commissioner shared this important update on his official X account on Thursday. He emphasised that the administration will adopt a zero-tolerance policy against the use of lethal chemical-coated strings or unapproved kite dimensions. “The goal is to restore the traditional vibrancy of basant without compromising public safety. Under these stringent safety guidelines, only ‘pinna’ (a traditional, round ball-shaped winding of cotton kite string) for strings and pure cotton thread will be allowed. Moreover, administrative field teams have been assigned to conduct round-the-clock monitoring of all manufacturing sites to prevent the circulation of hazardous materials,” he added.

According to him, this comprehensive overhaul of Lahore’s kite-flying industry aims to reduce the risks associated with stray strings and ensure that the cultural festivity brings joy rather than poses a safety hazard. The district machinery is fully mobilised to implement these protective regulations, to create a secure environment where traditional sports can thrive under administrative oversight.

“By centralising registration through a digital portal, the administration ensures transparency and accountability within the industry, allowing only verified manufacturers to operate within the legal framework. This initiative not only prioritises the sanctity of human life but also aims to revive the historical charm of Lahore’s skyline through responsible and safe practices, effectively bridging the gap between cultural expression and public welfare,” he said.
